• However, they were faced with a multitude of issues. The lack of food, education, housing and trade were just some of the problems they had faced.
• Even though the BMA did try to solve the problems at hand, they were still unsuccessful in some aspects due to lack of funds. Because of this, the low amount of food and housing issue continued. Sometimes, some officials would actually take part in black market activities, giving them the name the "Black Market Administration" by unhappy citizens.
