Best groups - who are working right in the communtiy, working with groups on a daily basis. e.g. Winchburgh basin? Trying to bring people together.

West Lothian is a very peculiar area - being close to urban, lots of movement, losing that community feel that rural places can have.

Population growth.

West Calder and Livingstone - expected to have 2X as many 10-15 years

The fund is obviously aimed at financing one big project which can be quoted for by 3 companies, choose the cheapest, wait for the invoice and pay the company. Especially as the amounts available have reduced this is becoming increasing less cost effective, especially if there are multiple related but distinct aspects to the project.
