This source was published in 2018. The government had passed a law on all e-scooters must be registered with LTA and need a registration number plate. The expected outcome of this source is to make the government revise on the law and help create a new and more effective. I know this because the source says “No he was riding too fast for me to see him.” and after the law was passed “No - he was riding too fast for me to see the registration number”
