Perhaps have those leaving exit a different door. Also, maybe make it clear with signs which grade level certain lines are for. Parents tend to have to ask one another which grade level the others are waiting for. Maybe have two lines, one for the very next grade level and one for the one after, marked with traffic cones with simple signs on them.
