- l'armée contre attaque et massacre des centaines de milliers de Hutus.
- janvier 1994 l'ONU négocie un accord de paix  visant le partage du pouvoir entre Hutu et Tutsi avec le président Hutu Cyprien Ntaryamira et le premier ministre Tutsi Anatole Kanyenkiko
- 6 avril 1994: attentat au Rwanda, le président Cyprien Ntaryamira est tué. Il est remplacé par un Hutu Sykvestre Ntibantunganya. Pendant ce temps les massacres continuent toujours.

Les derniers Hutus vivant à Bujumbura s'exilent. Les deux guérillas hutus s'en prennent à des camps de réfugiés tutsis et les Forces armées burundaises (FAB) aux populations civiles hutus.

- Une partie des FNL (front national de libération) dépose les armes le 7 octobre 2002 et les FDD (forces de défense de la démocratie) acceptent de participer au processus de paix le 8 octobre 2003
- 16 novembre: accord final. Les FDD se transforment en parti politique. Alors que ses militants doivent être intégrés à l'armée régulière, ils continuent à être actifs dans le pays contre les FNL et à recruter.
- En mars 2003, une mission de maintien de la paix est chargée du désarmement des groupes armés
- Un accord de paix est signé le 15 mai 2005. Des violences éclatent malgré ce traité, les FNL étant accusées de renforcer leur branche militaire. 
- Le 18 avril 2009, le chef des FNL annonce renoncer à la lutte armée.
