         <description><![CDATA[<div>There was an outbreak of tuberculosis in the 19th century. The population was declining quickly and in an effort to conserve the workforce, employers began covering their employees medical bills. Together with unions and employee representatives, a system of health insurance began to form. France mimicked systems being ran in neighboring European countries during these harsh plagues of communicable diseases. The system became mandatory for all residents beginning in the 1920's. <br><br></div>]]></description>

         <description><![CDATA[<div>The NHI is accessible to all residents of France. All residents of France receive a registration card, which includes their medical treatment rights and registration number. 70% of medical bills are covered and 100% of medical bills due to chronic disease like cancer or AIDS is covered. <br><br><strong>4.</strong> <strong>How is this system funded?</strong><br><br>The French government relies on national income taxes as well as employee payroll taxes to fund health insurance, pensions, as well as social security.<br><br><strong>5.</strong> <strong>Stakeholders </strong><br><em><br></em>There are both public and private health institutions in France. All public hospitals are managed by the European Association of Hospital Managers. This association works closely with health institutions to provide exceptional medical treatment to patients. They do not work towards political or economic goals. Their goal is to increase overall wellness of the country. The French government even underwrites for medical schools and controls admissions.The stakeholders are the residents of France, the government and its affiliates. <strong><br><br>6.          <description><![CDATA[<div>The French healthcare system is mix of pubic and private institutions. everyone has the right to public government issued insurance as well as the choice to purchase a secondary private insurance to cover left over balances for services or prescription drugs. <br>The national health insurance covers all types medical service, inpatient care, prescription drugs, long term care, outpatient services, diagnostic procedures, even dental and vision care are funded. Transportation to clinics is even reimbursed in France.<br>Everyone has access to healthcare services in France, even the unemployed. The French government stands in solidarity with the unemployed and provides full reimbursement  for medical services. <br><br></div>]]></description>
