The current pressure on water resources, resulting from significant population and economic growth, has increasingly drawn the attention of government entities and society as a whole to the need for integrated and participatory management of this instrument, aiming at its conservation.

Within this scenario, it is necessary to recognize that the environmental crisis is already a reality, especially when considering the prospects of future impacts resulting from climate change that can generate extreme hydrological events.

In recent years, hydrological modeling applications have been continuously advancing in southeastern Brazil. In addition, we find geotechnologies, consisting of a set of highly advanced instruments that contribute in an indispensable way to environmental studies, with emphasis on remote sensing data, which currently favor a multitude of applications focused on water resources.

This work is related to the Sustainable Development Goals (SDGs), to which the United Nations is contributing so that it is possible to achieve the 2030 Agenda in Brazil. We have goal number 13, which is action against global climate change. Since climate change is already a reality worldwide, actions to mitigate extreme hydrological events related to flooding in urban areas are extremely important, especially using current and accurate technology.

This research project analyzes the effectiveness of the Compulsory Research, Development and Innovation (R&D&I) Clause, established by Brazilian Law No. 9,478/1997, which allocates 1% of oilfield revenues to finance innovation projects in the oil and gas (O&G) sector. Despite its potential to drive technological advancements and sustainability, the clause faces a critical dilemma between driving technological innovation to ensure operational efficiency or meeting the growing demands for environmental sustainability. This paper aims to analyze how Research, Development, and Innovation (RD&I) projects regulated by the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) in Brazil address this paradox by investigating how these projects balance innovation and sustainability and examining their alignment with global environmental goals, such as the Sustainable Development Goals (SDGs) and the Paris Agreement. Through a mixed-methods approach—combining quantitative analysis of data from the National Petroleum Agency (ANP) and qualitative assessments through surveys and case studies—this study aims to: (1) map and classify funded projects, (2) assess their socioeconomic and environmental impacts, (3) identify barriers and opportunities, and (4) propose policy improvements. The findings are expected to optimize resource allocation, improve collaboration among stakeholders, and position Brazil as a leader in sustainable energy innovation.
