The Catholic Church and the White Fathers missionaries, were focused on teaching the Rwandan people obedience to authority instead of the teaching to respect their neighbors. The teaching of respecting their neighbors came second . This was important to the mission to convert the population as a whole. To have control within the government was a major advantage to the Vatican.

They led peace initiatives and called for de-escalation within the state even though they were considered to be on the outer boundary when it came to religion identity. That is not to say that they were to implicated in the genocide that occured.
