         <description><![CDATA[<div>Explain how and why the North and South tried to maintain a) a balance and b) an advantage in the federal government and legislature. <br>Page Numbers: 346, 347, 353, 354, 355, 356, 357, 358, 359, 360, 361  <br>Below is the power struggle between the northern and southern states, and how there needed to be a balance in the federal government. Both sides needed an equal number of states in order for neither side to gain too much power. One example of this power struggle is Wilmot Proviso, which would have outlawed slavery in territories acquired from Mexico.
