They are a unique feature of the District's Home Rule Charter.  The Commissioners serve two-year terms without pay and are elected at DC Elections in November in even-numbered years (e.g., 2022). Each ANC area is subdivided into a number of smaller areas. Since only one Commissioner is elected per district, they are called Single Member Districts (SMDs). Each SMD consists of about 2,000 people. Although the SMDs should have equal populations, ANCs may vary widely in size. The biggest ANCs have 12 SMDs. The smallest has just 2. Although they are not required to follow the ANCs' advice, District agencies are required to give the ANCs' recommendations "great weight."

ANCs may initiate recommendations for improving city services, conducting neighborhood improvement programs, and monitoring resident complaints. This includes issues involving zoning, streets, recreation, education, social services, sanitation, planning, safety, budget, and health services. The job of the ANC, in my opinion, is to remain vigilant to ensure that government follows this law. The ANC also should empower residents to participate in decisions that impact their neighborhoods. Until last July, I taught with the District of Columbia Public Schools, as well as the surrounding jurisdictions. I currently teach at a Ward 8 charter school. I also have had my own law practice in the District.
