         <description><![CDATA[<div><strong>Ingersoll and Whitman Projects - I</strong>n 1957–58, the houses were renovated and divided into the Walt Whitman Houses and the Raymond V. Ingersoll Houses. One year later. <a href="https://en.wikipedia.org/wiki/Newsweek"><em>Newsweek</em></a> profiled the housing project as "one of the starkest examples" of the failures of <a href="https://en.wikipedia.org/wiki/Public_housing">public housing</a>. The article painted a picture of broken windows, cracked walls, flickering or inoperative lighting, and elevators being used as toilets. Further depressing the area was the decommissioning of the Navy Yard in 1966 and dismantling of the Myrtle Avenue elevated train in 1969 which made the area much less attractive to Manhattan commuters.<br><br><strong>The Farragut Houses</strong> are separated from the rest of Brooklyn by the Brooklyn-Queens Expressway, making the area relatively hard to access from the south. The poverty-stricken area stands in sharp contrast to nearby blocks in Dumbo and Vinegar Hill, where the median income is $148,611, rents average around $3,000 a month, and apartments can sell for over one million dollars.The average Farragut Houses family, by contrast, makes $21,000 annually. Eighty-eight percent of <a href="https://en.wikipedia.org/wiki/State_school">public school</a> students in the area live below the poverty line, and crime in the Farragut Houses is significantly higher than in Dumbo and Vinegar Hill.</div>]]></description>
