EXAMPLE: If a country has an emission of 9 tons per capital, that country should reduce the first 8 tons by 15%. The remaining 1 ton should be reduced by 35%.

    a. This organisation will focus on further-developing on the patents for atomic-energy that France owns.
    b. An affordable solution is established.

    2. The solution is then provided by France for the other counties involved.
    a. Access to free use of patents is allowed until the deadline of 2028.

    3. Any further access to the patents after the above deadline will cost a fee for each plant provided with the patent.
    a. Countries that are on a development fund plan receive a 25% discount to each plant provided by the patents.
    b.
