Los moderados y especialmente los liberales se habían hecho conservadores (ya formaban parte de los gobiernos). Intentos de poner freno al Socialismo/comunismo de las clases trabajadoras revolucionarios. Ya se habla de “dictadura del proletariado”.
En países del este, los radicales se dividen entre: demócratas (alianza con los campesinos y  tolerancia a la nobleza), extrema izquierda (lucha de masas contra gobiernos extranjeros y dominadores locales). El internacionalismo tiende a perder importancia.
