Incarceration rates are often as means to justify racist beliefs against minorities. People with racist beliefs will point to the overwhelming percentage of black people in prisons as proof that black people are more violent and naturally criminals, while ignoring the fact that black people also make up a majority of exonerations, are more likely to live in overpriced neighborhoods, and have less resources to fight unjust sentencing.

Mass incarceration has contributed to the perpetuation of racism by diverting the attention of discrimination away from minorities and into the perception of the felon. This is controversial because the mass incarceration of black and minority individuals makes that negative perception and effects fall onto those people.
