Syareena / HQ/ HR Executive

My reflection:

Working in a preschool setting means I have a responsibility to always prioritise the best interests of the children, especially their safety and well-being.

If I were to witness an incident of abuse occurring right before my eyes, I would intervene immediately and calmly inform the teacher that I will take over from that point onward. I would avoid escalating the situation or creating a scene, as this could cause further distress to the children present. Once I have ensured the affected child is moved to a safe area under the supervision of another trusted teacher, I would report the incident to the principal immediately in accordance with the centre's whistleblower policy.

In such circumstances, it would be best for the teacher involved to leave the premise temporarily to allow for a proper investigation. This ensures that no further harm comes to any child and prevents any attempt to conceal or destroy evidence. Parents should also be informed in a timely and transparent manner. It is crucial that they are reassured the situation is being taken seriously and that appropriate action will be taken if the staff member is found to be at fault.

I strongly believe that every staff member shares the duty to create a safe, nurturing and trustworthy environment for the children, and stepping up in situations like this reflects our commitment to that duty.

As a direct reporting officer, following principles are to be applied when dealing with such cases:

1. Best Interests of the Child

This is the paramount consideration.

All decisions and actions taken must prioritise the child's safety, health, development, and emotional well-being above all else.

2. Child Safety First

If there is any suspicion or evidence of abuse, the child’s immediate safety must be secured.

This may involve removing the child from the abusive environment or alerting the appropriate authorities urgently.

3. Mandatory Reporting and Legal Compliance

In many countries (including Singapore), it is mandatory for professionals (e.g. teachers, healthcare workers) to report suspected abuse to relevant authorities or agencies.

Follow local laws and reporting protocols precisely.

4.

My reflection: If I witnessed such behavior, I would first quickly and calmly step in to separate the teacher from the child. I'd gently say, "Let me take care of this." Then, I'd take the child to a safe and comfortable place, like a quiet corner of another classroom, and comfort them, saying things like, "You're okay now. I'm here with you."

After ensuring the child's immediate well - being, I'd report the incident to the Manager right away, following our center's reporting procedures. I'd make sure to provide a detailed account of what I saw, including the time, place, and specific actions.

In the following days, I'd keep an eye on the child's emotional state, check in on them regularly, and offer support. I'd also cooperate fully with any investigations, because protecting the children's safety and well - being is our top priority.

My Reflection

Witnessing child abuse is deeply disturbing and emotionally challenging. If I witness one, my immediate feeling will be shock, angry and deep sadness for the child involved. I will have a strong sense of urgency ro intervene and protect the child from further harm.

It is also a critical role that a student care teacher play in safe guarding their well-being.

Steps to take :

1.Separate the child from the abuser. Can do so by distracting the abuser & moving the child to a different class.

2.Comfort the child until they feel secured or calm down. Listen ro the child if they are willing to speak. Ensure them they are safe.

3.When child has settled down write down everyrhing I witnessed include :

▪︎date, time & place of incident.

▪︎Specific actions & words exchanged.

▪︎Description of the abuser and child (if it happened outside center)

▪︎Any visible injuries or sign of distress

Reporting :

My first report will be to my immediate supervisor. If it happened in the child school, report it to the school General Office. I will not confront the abuser independently.

Seek support for myself :

Witnessing child abuse can be traumatic. I would ssek support from my colleagues & supervisor.

Thank you.

It is most definitely disturbing and heartbreaking to see children being abused and treated roughly when they are sent to us teachers to be taught and cared for.

I've had a few experiences as well where teachers denied having done inappropriate punishments to students, and it is always never easy to manage.

When a direct reporting officer becomes aware of a case involving child abuse or inappropriate management of children, it is important that our response must be swift, structured, and guided by the guidelines and SOPs that have been laid out by the industry and the company.

1. Immediate Actions (First 24 Hours)

a. Ensure Child's Safety

Remove the alleged staff member from all duties involving children immediately (e.g. suspension pending investigation).

Ensure the affected child receives medical attention if needed, and is comforted and safe.

b. Report the Incident

Notify ECDA (Early Childhood Development Agency) and follow mandatory reporting obligations.

Lodge a police report if the act constitutes criminal abuse (as per the Children and Young Persons Act).

Alert your organization’s Child Protection Officer (CPO) if one is appointed.

2. Internal Investigation (Within 1 Week)

a. Secure Evidence

Retrieve and review CCTV footage (if available).

Collect statements from witnesses (staff, other children if appropriate, parents).

Document all actions and communications in a secure, timestamped manner.

b. Conduct a Preliminary Interview

Interview the staff member calmly and objectively—avoid accusations until evidence is substantiated.

Ask for a written account of their actions.

c. Communicate with Parents

Meet the child’s parents as early as possible to:

Express concern and support.

Share known facts (avoid speculation).

Explain next steps and contact points.

Reassure them of your centre’s commitment to their child's safety.

3. Medium-Term Actions (1–4 Weeks)

a. Review Policies & Training

Conduct a compliance audit of your current Child Protection Policy.

Arrange for staff debriefs and retraining on positive discipline, reporting protocols, and recognizing abuse.

b. Support for Affected Parties

Offer counselling or psychological support to the affected child and family.

Consider support for other children or staff who may have been indirectly affected.

c. Staffing Adjustments

If the staff member is found to have committed the offence, terminate their employment and notify ECDA so they may be barred from future employment in early childhood settings.

4. Preventive Measures (Ongoing)

Install or upgrade CCTV systems (mandatory from July 2024). Good to have for SCCs as well even though not mandatory.

Establish anonymous reporting channels for whistleblowing.

Introduce a peer observation or buddy system in classrooms.

Schedule refresher training on child guidance and safeguarding at least annually.

That said, it is important as well as employers/reporting officers that we are aware of our staff well being and capabilities. Regular feedback sessions, touchpoint to check on well being means a lot, especially for us educators. Sometimes, a helping hand or a listening ear to someone can change the way they react and behave in a day or over a period of time.

Reading this article was deeply upsetting. As someone who has worked as a Supervisor and Centre Manager in student care centres, and also as an Allied Educator in a primary school, I’ve always believed that the role of an educator is to protect, guide, and nurture. So to read about someone who had the audacity to call themselves an educator, but instead harmed the very children they were supposed to care for — it makes me angry and sad.

Over the years, I’ve heard of some cases of misconduct in the education scene. But this one really hit hard. It’s one thing to hear about occasional lapses, but this case was prolonged, deliberate, and outright abusive. Situations like this make it even more important for those of us in leadership positions to stay alert and make sure our centres are truly safe spaces.

As a male educator, I also feel the pressure to be extra cautious with how I carry myself around children. I am always very aware of boundaries and make sure everything I do is accountable — not just for the children’s safety, but also to protect myself from any misunderstanding. It’s a responsibility I take seriously.

If I were the direct reporting officer or supervisor in a case like this, these would be my follow-up actions:

Immediate removal of the staff involved
The staff member should be suspended from duties right away while investigations are ongoing. There should be no delay in protecting the children.

Report to authorities and higher management
Cases involving possible child abuse must be reported to ECDA and other relevant bodies immediately. I would also inform my reporting officers so the case is properly handled.

Check on the affected children
I would make sure the children involved are safe and supported — emotionally and physically. I’d also reach out to their parents to update them and offer support.

Talk to the rest of the staff
I would hold a closed-door meeting to remind everyone about the seriousness of such behaviour, and to create a space for staff to voice any concerns or warning signs they might’ve noticed but were afraid to raise.

Review of CCTV footage and SOPs
I would go through CCTV recordings if available, and review daily routines and supervision protocols to see where gaps might have allowed this to go unnoticed.

Reinforce whistleblowing culture
Staff should feel safe to speak up if they suspect any misconduct. I would push for anonymous feedback options and create a culture where safeguarding comes first, no matter what.

Training and retraining
I would arrange refresher training on child safety, appropriate handling, and ethics. Prevention is key, and sometimes we need reminders to stay vigilant.

Situations like these are painful, but they are also wake-up calls. We can’t take anything for granted. As a supervisor, I don’t just want to react after something bad happens — I want to create a system that prevents it from happening in the first place.

I will provide 2 perspectives/views from a teacher/colleague witnessing the incidents as well as from a direct reporting officer.

1) Teacher/Colleague

It is imperative to act promptly and responsibly to safeguard the child's well-being. Based on experience, the following steps should be immediately taken:

Ensure the Child's Safety: Utmost priority. If need be, quickly remove the child from the harmful situation to prevent further abuse.

Document the Incident: Important to record the detailed notes of the incident (time, date, location, individuals involved) and the description of what was observed.

Report to RO then Authorities (if no further action taken from RO)

2) Reporting Officer/Managers

Once I am made aware of or witness an incident of child abuse by my staff, I must act swift, professional and in strict alignment with ethical and regulatory expectations.

Ensure the Child's Safety: Likewise, remove child from immediate harm and ensure child receives emotional support and medical attention, if needed. Immediately, contact the child's parent or guardian, to inform them of the situation sensitively and factually.

Dismiss Staff once Evidences are Clear: After consulting with HR under the different Offences and Misconducts (if deemed guilty and evidences are clear), I would then relieve the staff of their duties immediately. If still under investigation, I will not allow staff to be near any children without being supervised either by myself or somebody from a Senior post.

Documenting and Reporting: I have to record all known details and ask from any eye-witnesses if there is and also, after investigation has been done. Collect and view CCTV footage (if available) for any physical evidence.

Report to Authorities: It is my responsibility being the RO and Manager of the Centre to report to ECDA or MSF/MOE and file an Incident Report. If need be, a police report if it involves criminal conduct.

Staff Training & Debriefing: I would need to conduct an urgent briefing and a refresher course on child protection and management; emphasizing the importance and seriousness of this matter.

Monitor and Follow-Up: I have to also follow up with affected families and staff over time and ensure the issue is handled in an effective way.

Being a parent myself, this is definitely disturbing and I would expect the above-mentioned actions to be taken as well. I also believe proper counselling and guidance need to be given to all teaching staff especially in the Early Childhood sector due to rigors and expectations working in a preschool environment. Mental Health issues by staff may arise and it is important to detect and address the issues immediately or it will escalate further to a point where it implicates everyone.

After reading this article, it really breaks my heart that the children were treated unfairly and breaking the family’s trust on taking care of their children. Theses also remind me of how important mental health is. As a childcare teacher, when our mental are in negative space, our emotions and thoughts are affected as well causing us to act irrationally to people around us especially young children.

I would intervene and separate the child and the teacher. I will comfort child first and move him away from the teacher, in a familiar safe space with another familiar and responsible staff. Then, I would calm the teacher down and move her away from the children like sitting at staff room. These are to ensure that there is no similar situation happened and allow everyone to be in their safe space. After that I will report this issue to my prinicipal in calmly manner to avoid any further distress to the situation. We will follow up the sops to handle this situation. We will investigate and do a report in details as we need to inform affected child’s parents about the situation.

If I were a colleague or someone who happened to witness such an incident, I would absolutely take immediate action. It is not only immoral to stand by and watch such behavior, but it is also a responsibility, especially for teachers, to protect and care for the students entrusted to them. Allowing abuse to happen, or failing to report it, is a serious neglect of that duty.

First, I would intervene immediately to stop the abusive behavior and ensure the child is safe. Children in preschools are especially vulnerable and depend entirely on adults for protection.

Second, I would report the incident to the school management and document what I saw. I would escalate the matter to the authorities to ensure a formal investigation is conducted.

In such a situation, I would step in to stop the abuse immediately and report the incident to the appropriate authorities or school management. Staying silent is not an option. Every child deserves a safe and nurturing environment to grow in, and it’s up to the adults around them to make sure that happens.
