I get it. Your team has to want the collaboration time. Maybe, at first, there could be electronic updates to each other outside of your PLC time. Also, you could offer to meet with anyone who wants to to discuss formative assessments. It doesn't have to be just one grade level. To be successful with formative assessments, and responding to student need, it will be important to try to pull these back to "greatness". Is there a coach or administrator who could help navigate the road back?

Good question. We know these are never really finished. As we learn more about our students, and ourselves, thin spots will begin to surface. I don't think, however, this will require changing the official Framework. Instead, let it change your instructional delivery. In a few year, when we've become really good at the skill of providing a constant feedback loop, we may find that we don't need the framework much at all, except as a touchpoint. Besides, by that point ELA/SLA will be up for review.
