We have to really basically hammer into the kids what's normal and what's not normal. Just because something has become OK, doesn't make it OK

The purpose of tis text is to give facts and tips to parents about common mental health disorders and what they, as parents, can do to help their kids succeed.
The author uses positive connotation to effectively convey pathos. When talking about mental health it is often a touchy subject. The author uses words like attentive, open, honest, and treatable to show to parents that mental health disorders shouldn't be scary and that there are many things you can do to help your child.

For example they say that having a mental health disorder is not caused by abusive parenting. Through personal experiences I do not believe that is true. I feel if you have a parent who is constantly putting you down everyday then it can lead to a mental health disorder.

Kids are freezing’: Amid bitter cold, Baltimore schools, students struggle

Claim: Earlier in the week, some students returned from their winter holiday break to chilled classrooms and older buildings crippled by facilities woes.
Evidence: The decision came after the Baltimore Teachers Union on Wednesday that sent a letter that asked the school system’s chief executive, Sonja Santelises, to close the buildings until officials could assess the situation.
Evidence: Santelises on Wednesday pointed to a long stretch of low temperatures and said older buildings presented a challenge for personnel. Pipes can burst at any time, boilers can break or structures can become drafty.

No parents wants to send their child to school knowing they aren't safe. By being able to use these words the effect of being scared makes parents want to get the school back in good condition with safety checks.

Claim: I didn't even understand how racist the school was until I was on the plane and I suddenly remembered that our school mascot is a Confederate general. The trip brought back a lot of tough memories and forgotten anxieties from growing up in an area bubbling with racial tension.
Evidence: In my "History of American Pop Culture" class, upon the request of the teacher, a kid refused to remove the rebel flag from his BCHS lanyard, citing it as less of a statement of racism, but rather, a proud emblem for his "heritage."
Evidence: I'll never forget the time in Western Civ when the teacher — who taught at the school in the 1980s — recalled the "overreaction" to the flag's use by the "real racists" who "make everything about race." The class agreed, and took notes as if her problematic opinions were fact.
