CONTEXT

The Influencing Just Energy Transition in ASEAN (I-JET) programme is a five-year initiative supported by ANCP through Oxfam in Australia. It focuses on climate-vulnerable ASEAN member states where affordable electricity access remains limited, working to support civil society organisations (CSOs) to shape national energy policies and engage with multilateral institutions and climate conferences.

APPROACH

I-JET combines regional policy influencing with community-level action. It analyses energy sector transitions across Southeast Asia and supports the development of sustainable renewable energy projects throughout the region, always centring the voices of affected communities — particularly women and indigenous peoples.

KEY WORK & OUTCOMES

• Shifting the narrative from fossil fuel dependence to renewable energy, with a gender and inclusion lens — implemented with three country partners (Oxfam in Cambodia, Oxfam in Laos, and Oxfam Pilipinas) and two regional partners (CANSEA and the ASEAN Center for Energy).

• Enabling national and regional policy frameworks: by early 2026, a bill was pending in the Philippine Congress to legislate a national just energy transition law. A major win was securing the inclusion of gender equality, disability and social inclusion (GEDSI) language in the ASEAN Plan of Action for Energy Cooperation 2026–2030.

• Mobilising finance for renewable energy solutions — including scaling up solar in Cambodia and engaging local governments in the Philippines to allocate public budgets for renewable energy.

• Initiating conversations to retire fossil fuel plants: Oxfam in Laos met with private sector Hongsa coal plant to discuss retiring by 2050 as part of the JET strategy.

CONTEXT

Bangladesh is a strong advocate for climate action, just decarbonization, and the phaseout of fossil fuels. However, its current policies are often developed in isolation and fail to provide comprehensive, inclusive pathways for an equitable energy transition. Although Bangladesh is one of the countries most severely impacted by climate change, the national conversation continues to strongly emphasize mitigation, despite the country's negligible contribution to global emissions.

APPROACH

Oxfam is supporting the development and rollout of a just, equitable and inclusive industrial decarbonisation roadmap for Bangladesh through two complementary initiatives: one focused on securing rights and entitlements of workers as industries transition to renewables, and the other on accelerating fair industrial transition to renewables by shaping policies and shared responsibilities.

Colombia's energy transition is unfolding against a backdrop of significant Indigenous, Afro-descendant, and peasant women and communities land rights challenges and the rapid expansion of wind and solar projects in community territories. Limited access to reliable and affordable energy in Indonesia, especially in remote areas, disproportionately affects women. Around 20 million people still lack electricity, forcing many women to collect firewood and face increased workloads and safety risks. Women and Vulnerable Group Benefited and Lead on Transformative and Just Energy Transition in Indonesia (WE4JET Indonesia) seeks to ensure that by 2033, women and vulnerable groups not only benefit from but also lead a just and transformative energy transition that improves their well-being and livelihoods.

In Malawi, energy poverty has a deeply gendered face. Cooking and fuelwood collection are near-daily tasks for women and girls, making clean cooking energy a justice and rights issue as much as an environmental one. Harnessing clean off-grid and decentralized energy systems through rural, community-driven, and gender-transformative initiatives presents a significant opportunity to advance just economies and promote socioeconomic empowerment for low-income communities.

Oxfam's JET work in Malawi focuses on promoting clean energy for cooking and heating, with a strong gender lens. Advocacy pushes for equitable access to clean energy to address underlying vulnerabilities, policy inconsistencies and the inherent gender injustices that women and girls face due to energy poverty. Under its Just Economies programming pillar, Oxfam is mainstreaming productive uses of off-grid renewable energy systems to drive food systems transformation and catalyze economic development.

Palestinian communities face a uniquely compounded energy crisis. Decades of occupation have left oPT heavily dependent on imported fossil fuels, primarily from Israel, limiting energy sovereignty and deepening socioeconomic inequality. Unpredictable weather patterns, depleted water reserves and growing environmental degradation compound pre-existing vulnerabilities daily. The ongoing genocide in Gaza has also included widespread destruction of the electricity network and desalination units, leading to reliance on fossil fuels for pumping and discharging water, which is oftentimes unclean. At the same time, oPT's abundant year-round sunlight offers significant potential for solar energy, making renewable energy not just an environmental opportunity but a pathway to self-determination, resilience and dignity. 

APPROACH

Under the Economic Justice Programme, a range of activities were implemented to promote Just Energy Transition (JET) interventions. For example, solar energy systems were installed in several productive cooperatives to ensure a reliable electricity supply amid frequent power outages across many areas of the occupied Palestinian territory. This intervention not only improved the continuity of production but also reduced operational costs, enabling women-led products to become more price-competitive in the market. 

In addition, solar panels were installed to power agricultural wells and water reservoirs in farming areas such as Jayyous in Qalqilya and in the Jordan Valley. These areas are classified as Area C and are not connected to the electricity grid, forcing farmers to rely on costly and environmentally harmful fossil fuels. Solar energy has therefore provided a sustainable and cost-effective alternative. As a result, many farmers—both women and men—have been able to resume cultivating their lands, strengthening livelihoods and enhancing resilience in marginalized rural communities.

• Installing solar panels and solar-powered water pumping systems in communities cut off from reliable electricity, including Jibb al Deeb, a village of 145 people near Bethlehem, surrounded by the separation wall and illegal settlements.

• Delivering tangible quality-of-life improvements for families: access to electricity, clean water, reduced dependence on diesel pumps, and lower air pollution.

• Empowering women through access to solar-powered technologies, freeing time previously spent on manual labour and enabling greater participation in economic activities and community decision-making.

• Opening new educational and livelihood opportunities: in Jibb al Deeb, one young woman was able to complete her nursing studies using a solar-powered computer for the first time.

Improving Palestinian Farmers' Access to Water in Area C: Eizbet Salman

• Oxfam, the EU, and ESDC provided solar-powered infrastructure to Eizbet Salman, a village in Area C near Qalqilya surrounded by Israeli settlements, where Palestinian farmers faced severe water access constraints

• Refurbished the village water reservoir and installed a new water carrier line to supply land behind the separation wall, previously only cultivable with rain-fed crops

• Documented a series of case studies showcasing how Oxfam and partners (including ESDC and YMCA) implemented solar energy solutions across Palestinian communities in the West Bank, including Nazlet Zayt (Jenin), Eizbet Salman (Qalqilya), Hebron, and Jibb al Deeb (Bethlehem).

• Outcomes include: solar-powered water pumping for women's agricultural groups, a 38% reduction in electricity costs for a women's association in Hebron, and full household electrification for a 17-family village living near Israeli settlements.

• Highlighted the gender dimension of the Just Energy Transition. Women took active roles in managing solar systems, handling finances, and coordinating with donors, with one beneficiary reporting that solar power resolved over 90% of her household's daily challenges.

CONTEXT

The Philippines is one of the world's most climate-vulnerable nations, yet also a country with immense potential for community-owned renewable energy. Oxfam's climate justice and JET programme focuses on supporting communities and partners in influencing government policies and regulatory reforms to enable accessible, affordable renewable energy systems.

APPROACH

Oxfam Pilipinas works with partners and stakeholders to shape national and local government policies and regulatory reforms, while also directly supporting community renewable energy projects — with a particular focus on women, youth, academics, farmers and fisherfolks.

• SWEEETER (Strengthening Women's Economic Empowerment and Just Energy Transitions for Community and Climate Resilience by Expanding its Reach): enabling women and youth in energy-insecure rural communities to utilise renewable energy, strengthen social enterprises and agricultural cooperatives.

Senegal's energy landscape is in flux, with the country navigating a gas-to-power strategy, expanding renewables, and the emergence of significant extractive industry activity. Oxfam's work ensures that civil society and communities have a meaningful voice in shaping these transitions.

APPROACH

Oxfam Senegal, in coordination with Oxfam in Africa, has defined a four-pillar energy transition strategy: engaging on the gas-to-power strategy; promoting renewable energies; advocating for energy saving; and addressing other transition issues including JETP, critical minerals and stranded assets.

• Creating the Platform of Actors for a Just Energy Transition (PACTEJ) — a civil society coalition.

• The Financing of Energy Transition in Senegal: Green promises, unequal gains?

South Africa sits at one of the world's most consequential just energy transition crossroads. As a coal-dependent economy — with coal comprising 80% of its current energy mix — the country faces enormous pressure to decarbonise while addressing deep structural inequalities rooted in its extractive history. A truly just transition must address systemic inequality, historical injustice and the disproportionate impacts on women, youth, people with disabilities, LGBTIQ+ communities and rural populations.

APPROACH

Oxfam's JET work in South Africa takes a rights-based, community-centred approach — grounding energy transition in the lived realities of affected people rather than market-led or industry-driven frameworks. The work connects energy justice with broader demands for regulation, redistribution and reparation, and centres the link between just energy transition and gender-based violence.

• Engaging communities in the public comment process on South Africa's Integrated Resource Plan (IRP 2025), advocating for energy policy that reflects community realities.

More than a decade of conflict has devastated Syria's energy infrastructure, leaving millions with less than two hours of public electricity per day. The energy crisis is a fundamental obstacle to recovery, affecting access to healthcare, water, food and sanitation. Climate change, conflict and energy poverty are deeply intertwined in Syria — and any path toward recovery must grapple with all three.

APPROACH

Oxfam's JET work in Syria focuses on decentralised, community-level solar energy as a practical and immediate alternative to grid recovery — which remains out of reach given financial constraints, sanctions and the loss of skilled workers. Community ownership, women's empowerment and collaborative resource-sharing are central to the approach.

KEY WORK & OUTCOMES

• Installing solar-powered water pumping systems in rural communities around Damascus — including Deir Salman, a farming village 30km east of the capital — enabling farmers to irrigate without dependence on costly, scarce gas-powered pumps.

• Delivering direct economic relief: one family in Deir Salman previously consumed a barrel of gas every 7–10 days at enormous seasonal cost; solar has dramatically reduced these costs and restored agricultural viability.

• Fostering community solidarity: farmers with solar systems now share pump access with neighbours during off-hours, extending the benefits of renewable energy beyond individual households.

• Resolving water-sharing disputes between upstream and downstream farmers, enabling more equitable distribution of scarce river water.

• Empowering women through energy access — reducing manual labour burdens and restoring agency and economic participation in communities that have endured enormous loss.

• Generating documented case study evidence demonstrating the transformative potential of community-owned renewable energy in conflict-affected contexts.

Uganda is home to large refugee-hosting communities where energy poverty is acute. Oxfam's work addresses energy access for both refugees and host communities as a pathway to livelihoods, dignity and resilience.

APPROACH

Oxfam has increased access to off-grid solar (OGS), productive use of energy (PUE) and clean cookstoves (CCS) for households and businesses in refugee-hosting areas. It has also worked to improve the policy and regulatory environment for off-grid renewable energy solutions in these contexts.

Zimbabwe's critical mineral wealth — lithium, copper, graphite and cobalt — has made the country and the wider Southern Africa region a focal point for global investment in climate-smart energy technologies. While this boom presents real economic opportunities, it raises urgent concerns about weak regulations and the human rights of host communities. Oxfam's JET work advances energy access and climate justice while holding extractive industries and governments to account.

APPROACH

Oxfam in Zimbabwe, working as part of the Oxfam Southern Africa cluster, combines advocacy on human rights in critical minerals extraction with campaigning for climate finance and economic diversification — connecting local community voices to global supply chain debates and challenging narratives that exclude civil society and affected communities.

KEY WORK & OUTCOMES

• Convening the Zimbabwe Alternative Mining Indaba, facilitating policy dialogue between over 200 mining-affected communities, policymakers and mining companies on responsible extraction of critical minerals.

• Contributing to the launch of Zimbabwe's 2024 Responsible Mining Audit Initiative, assessing mining compliance to protect community wellbeing.

• Implementing the Climate Media Collaborative project with Green Governance Trust Zimbabwe (GGZT) and Magamba — producing advocacy materials on responsible extraction and the transition away from coal, including GGZT's book 'The Just Energy Transition in Zimbabwe', with learning workshops for journalists, government and the parliamentary youth caucus.

Ghana presents a dual JET challenge: obstacles within the power sector slowing the uptake of renewables, and growing concerns about community rights in the context of lithium extraction. Oxfam's work addresses both dimensions. 

APPROACH 

In Ghana, JET initiatives centre on a gender-just and socially inclusive energy transition, focusing on meaningful participation of communities and women's groups in shaping discussions on renewable, affordable, and equitable energy systems. This includes governance on green mineral extraction, and agricultural sector governance that responds to the needs of women for a just transition. 

KEY WORK & OUTCOMES 

• The Together Against Poverty (TAP) project worked toward harnessing the power of Oxfam’s influencing capacity in ten capitals to increase access to health, education, and livelihoods for millions of people living in poverty.
