They borrowed money from France<br>&nbsp; <strong><em>Foreign</em></strong>- European nations had little respect for a new nation that could neither pay its debts nor take effective and united action in a crisis. Britain and Spain were threatening to take advantage<br>&nbsp; <strong><em>Domestic</em></strong>- states were fighting with each other over the thirteen different currencies; erecting trade barriers; and unable to suppress popular protests<br>&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; <strong>Nationalistic Critique</strong><br>&nbsp; - confederation treasury empty<br>&nbsp; - congress unable to address inflation/debt<br>&nbsp; - congress has no power to tax<br>&nbsp; - failure to pay soldiers sparks "Newburgh Conspiracy" (squelched by Washington)<br>&nbsp; - Failure of reform prompts Nationalists to consider Articles hopelessly defective</div>]]></description>
