Papel picado is a decorative craft made out of paper cut into beautiful patterns and designs. It is used to represent the wind on an altar. People celebrating Dia de los Muertos do this because there are four elements on the altars: water, wind, earth, and fire. Water is left in a pitcher so the spirits can quench their thirst, earth is represented by food, and candles are often set up in a cross form to represent the cardinal directions so the spirtis csn find their way.
