         <description><![CDATA[<div> </div><div>CHAPTER THREE </div><div>I go out by the back door, into the garden, which is large and tidy: a lawn in the middle, a willow, weeping catkins; around the edges, the flower borders, in which the daffodils are now fading and the tulips are opening their cups, spilling out colour. The tulips are red, a darker crimson towards the stem, as if they had been cut and are beginning to heal there. </div><div>This garden is the domain of the Commander’s Wife. Looking out through my shatterproof window I’ve often seen her in it, her knees on a cushion, a light blue veil thrown over her wide gardening hat, a basket at her side with shears in it and pieces of string for tying the flowers into place. A Guardian detailed to the Commander does the heavy digging; the Commander’s Wife directs, pointing with her stick. Many of the Wives have such gardens, it’s something for them to order and maintain and care for. </div><div>I once had a garden. I can remember the smell of the turned earth, the plump shapes of bulbs held in the hands, fullness, the dry rustle of seeds through the fingers. Time could pass more swiftly that way. Sometimes the Commander’s Wife has a chair brought out, and just sits in it, in her garden. From a distance it looks like peace. </div><div>She isn’t here now, and I start to wonder where she is: I don’t like to come upon the Commander’s Wife unexpectedly. Perhaps she’s sewing, in the sitting room, with her left foot on the footstool, because of her arthritis. Or knitting scarves, for the Angels at the front lines. I can hardly believe the Angels have a need for such scarves; anyway, the ones made by the Commander’s Wife are too elaborate. She doesn’t bother with the cross-and-star pattern used by many of the other Wives, it’s not a challenge. Fir trees march along the ends of her scarves, or eagles, or stiff humanoid figures, boy and girl, boy and girl. They aren’t scarves for grown men but for children. </div><div>Sometimes I think these scarves aren’t sent to the Angels at all, but unravelled and turned back into balls of yarn, to be knitted again in their turn. Maybe it’s just something to keep the Wives busy, to give them a sense of purpose. But I envy the Commander’s Wife her knitting. It’s good to have small goals that can be easily attained. </div><div>What does she envy me? </div><div>She doesn’t speak to me, unless she can’t avoid it. I am a reproach to her; and a necessity. </div><div>We stood face to face for the first time five weeks ago, when I arrived at this posting. The Guardian from the previous posting brought me to the front door. On first days we are permitted front doors, but after that we’re supposed to use the back. Things haven’t </div><div>settled down, it’s too soon, everyone is unsure about our exact status. After a while it will be either all front doors or all back. </div><div>Aunt Lydia said she was lobbying for the front. Yours is a position of honour, she said. </div><div>The Guardian rang the doorbell for me, but before there was time for someone to hear and walk quickly to answer, the door opened inwards. She must have been waiting behind it. I was expecting a Martha, but it was her instead, in her long powder-blue robe, unmistakeable. </div><div>So, you’re the new one, she said. She didn’t step aside to let me in, she just stood there in the doorway, blocking the entrance. She wanted me to feel that I could not come into the house unless she said so. There is push and shove, these days, over such toeholds. </div><div>Yes, I said. </div><div>Leave it on the porch. She said this to the Guardian, who was carrying my bag. The bag was red vinyl and not large. There was another bag, with the winter cloak and heavier dresses, but that would be coming later. </div><div>The Guardian set down the bag and saluted her. Then I could hear his footsteps behind me, going back down the walk, and the click of the front gate, and I felt as if a protective arm were being withdrawn. The threshold of a new house is a lonely place. </div><div>She waited until the car started up and pulled away. I wasn’t looking at her face, but at the part of her I could see with my head lowered: her blue waist, thickened, her left hand on the ivory head of her cane, the large diamonds on the ring finger, which must once have been fine and was still finely kept, the fingernail at the end of the knuckly finger filed to a gentle curving point. It was like an ironic smile, on that finger; like something mocking her. </div><div>You might as well come in, she said. She turned her back on me and limped down the hall. Shut the door behind you. </div><div>I lifted the red bag inside, as she’d no doubt intended, then closed the door. I didn’t say anything to her. Aunt Lydia said it was best not to speak unless they asked you a direct question. Try to think of it from their point of view, she said, her hands clasped and wrung together, her nervous pleading smile. It isn’t easy for them. </div><div>In here, said the Commander’s Wife. When I went into the sitting room she was already in her chair, her left foot on the footstool, with its petit-point cushion, roses in a basket. Her knitting was on the floor beside the chair, the needles stuck through it. </div><div>I stood in front of her, hands folded. So, she said. She had a cigarette, and she put it between her lips and gripped it there while she lit it. Her lips were thin, held that way, with the small vertical lines around them you used to see in advertisements for lip cosmetics. The lighter was ivory-coloured. The cigarettes must have come from the black market, I thought, and this gave me hope. Even now that there is no real money any more, there’s still a black market. There’s always a black market, there’s always something that can be exchanged. She then was a woman who might bend the rules. But what did I have, to trade? </div><div>I looked at the cigarette with longing. For me, like liquor and coffee, cigarettes are forbidden. </div><div>So old what’s-his-face didn’t work out, she said. </div><div>No, Ma’am, I said. </div><div>She gave what might have been a laugh, then coughed. Tough luck on him, she said. This is your second, isn’t it? </div><div>Third, Ma’am, I said. </div><div>Not so good for you either, she said. There was another coughing laugh. You can sit down. I don’t make a practice of it, but just this time. </div><div>I did sit, on the edge of one of the stiff-backed chairs. I didn’t want to stare around the room, I didn’t want to appear inattentive to her; so the marble mantelpiece to my right and the mirror over it and the bunches of flowers were just shadows, then, at the edges of my eyes. Later I would have more than enough time to take them in. </div><div>Now her face was on a level with mine. I thought I recognized her; or at least there was something familiar about her. A little of her hair was showing, from under her veil. It was still blonde. I thought then that maybe she bleached it, that hair dye was something else she could get through the black market, but I know now that it really is blonde. Her eyebrows were plucked into thin arched lines, which gave her a permanent look of surprise, or outrage, or inquisitiveness, such as you might see on a startled child, but below them her eyelids were tired-looking. Not so her eyes, which were the flat hostile blue of a midsummer sky in bright sunlight, a blue that shuts you out. Her nose must once have been what was called cute but now was too small for her face. Her face was not fat but it was large. Two lines led downwards from the corners of her mouth; between them was her chin, clenched like a fist. </div><div>I want to see as little of you as possible, she said. I expect you feel the same way about me. </div><div>I didn’t answer, as a yes would have been insulting, a no contradictory. </div><div>I know you aren’t stupid, she went on. She inhaled, blew out the smoke. I’ve read your file. As far as I’m concerned, this is like a business transaction. But if I get trouble, I’ll give trouble back. You understand? </div><div>Yes, Ma’am, I said. </div><div>Don’t call me Ma’am, she said irritably. You’re not a Martha. </div><div>I didn’t ask what I was supposed to call her, because I could see that she hoped I would never have the occasion to call her anything at all. I was disappointed. I wanted, then, to turn her into an older sister, a motherly figure, someone who would understand and protect me. The Wife in my posting before this had spent most of her time in her bedroom; the Marthas said she drank. I wanted this one to be different. I wanted to think I would have liked her, in another time and place, another life. But I could see already that I wouldn’t have liked her, nor she me. </div><div>She put her cigarette out, half-smoked, in a little scrolled ashtray on the lamp table beside her. She did this decisively, one jab and one grind, not the series of genteel taps favoured by many of the Wives. </div><div>As for my husband, she said, he’s just that. My husband. I want that to be perfectly clear. Till death do us part. It’s final. </div><div>Yes, Ma’am, I said again, forgetting. They used to have dolls, for little girls, that would talk if you pulled a string at the back; I thought I was sounding like that, voice of a monotone, voice of a doll. She probably longed to slap my face. They can hit us, there’s Scriptural precedent. But not with any implement. Only with their hands. </div><div>It’s one of the things we fought for, said the Commander’s Wife, and suddenly she wasn’t looking at me, she was looking down at her knuckled, diamond-studded hands, and I knew where I’d seen her before. </div><div>The first time was on television, when I was eight or nine. It was when my mother was sleeping in, on Sunday mornings, and I would get up early and go to the television set in my mother’s study and flip through the channels, looking for cartoons. Sometimes when I couldn’t find any I would watch the Growing Souls Gospel Hour, where they would tell Bible stories for children and sing hymns. One of the women was called Serena Joy. She was the lead soprano. She was ash-blonde, petite, with a snub nose and huge blue eyes which she’d turn upwards during hymns. She could smile and cry at the same time, one tear or two sliding gracefully down her cheek, as if on cue, as her voice lifted through its highest notes, tremulous, effortless. It was after that she went on to other things. </div><div>The woman sitting in front of me was Serena Joy. Or had been, once. So it was worse than I thought. </div><div>CHAPTER FOUR </div><div>I walk along the gravel path that divides the back lawn, neatly, like a hair parting. It </div><div>has rained during the night; the grass to either side is damp, the air humid. Here and there are worms, evidence of the fertility of the soil, caught by the sun, half dead; flexible and pink, like lips. </div><div>I open the white picket gate and continue, past the front lawn and towards the front gate. In the driveway, one of the Guardians assigned to our household is washing the car. That must mean the Commander is in the house, in his own quarters, past the dining room and beyond, where he seems to stay most of the time. </div><div>The car is a very expensive one, a Whirlwind; better than the Chariot, much better than the chunky, practical Behemoth. It’s black, of course, the colour of prestige or a hearse, and long and sleek. The driver is going over it with a chamois, lovingly. This at least hasn’t changed, the way men caress good cars. </div><div>He’s wearing the uniform of the Guardians, but his cap is tilted at a jaunty angle and his sleeves are rolled to the elbow, showing his forearms, tanned but with a stipple of dark hairs. He has a cigarette stuck in the corner of his mouth, which shows that he too has something he can trade on the black market. </div><div>I know this man’s name: Nick. I know this because I’ve heard Rita and Cora talking about him, and once I heard the Commander speaking to him: Nick, I won’t be needing the car. </div><div>He lives here, in the household, over the garage. Low status: he hasn’t been issued a woman, not even one. He doesn’t rate: some defect, lack of connections. But he acts as if he doesn’t know this, or care. He’s too casual, he’s not servile enough. It may be stupidity, but I don’t think so. Smells fishy, they used to say; or, I smell a rat. Misfit as odour. Despite myself, I think of how he might smell. Not fish or decaying rat: tanned skin, moist in the sun, filmed with smoke. I sigh, inhaling. </div><div>He looks at me, and sees me looking. He has a French face, lean, whimsical, all planes and angles, with creases around the mouth where he smiles. He takes a final puff of the cigarette, lets it drop to the driveway, and steps on it. He begins to whistle. Then he winks. </div><div>I drop my head and turn so that the white wings hide my face, and keep walking. He’s just taken a risk, but for what? What if I were to report him? </div><div>Perhaps he was merely being friendly. Perhaps he saw the look on my face and mistook it for something else. Really what I wanted was the cigarette. </div><div>Perhaps it was a test, to see what I would do. Perhaps he is an Eye. </div><div> </div>]]></description>

And when it was...<br><br></div><div>There stood the Doll's house, a dark, oily, spinach green, picked out with bright yellow. Its two solid little chimneys, glued on to the roof, were painted red and white, and the door, gleaming with yellow varnish, was like a little slab of toffee. Four windows, real windows, were divided into panes by a broad streak of green. There was actually a tiny porch, too, painted yellow, with big lumps of congealed paint hanging along the edge.<br><br></div><div>But perfect, perfect little house! Who could possibly mind the smell. It was part of the joy, part of the newness.<br><br></div><div>" Open it quickly, someone! "<br><br></div><div>The hook at the side was stuck fast. Pat prized it open with his penknife, and the whole house front swung back, and—there you were, gazing at one and the same moment into the drawing-room and dining-room, the kitchen and two bedrooms. That is the way for a house to open! Why don't all houses open like that? How much more exciting than peering through the slit of a door into a mean little hall with a hatstand and two umbrellas! That is—isn't it?—what you long to know about a house when you put your hand on the knocker. Perhaps it is the way God opens houses at the dead of night when He is taking a quiet turn with an angel...<br><br></div><div>" O-oh! " The Burnell children sounded as though they were in despair. It was too marvellous ; it was too much for them. They had never seen anything like it in their lives. All the rooms were papered. There were pictures on the walls, painted on the paper, with gold frames complete. Red carpet covered all the floors except the kitchen ; red plush chairs in the drawing-room, green in the dining-room; tables, beds with real bedclothes, a cradle, a stove,  a dresser with tiny plates and one big jug. But what Kezia liked more than anything, what she liked frightfully", was the lamp. It stood in the middle of the dining-room table, an exquisite little amber lamp with a white globe. It was even filled all ready for lighting, though, of course, you couldn't light it. But there was something inside that looked like oil and moved when you shook it.<br><br></div><div>The father and mother dolls, who sprawled very stiff as though they had fainted in the drawing-room, and their two little children asleep upstairs, were really too big for the doll's house. They didn't look as though they belonged. But the lamp was perfect. It seemed to smile at Kezia, to say, " I live here." The lamp was real.<br><br></div><div>The Burnell children could hardly walk to school fast enough the next morning. They burned to tell everybody, to describe, to—well —to boast about their doll's house before the school-bell rang.<br><br></div><div>" I'm to tell," said Isabel, " because I'm the eldest. And you two can join in after. But I'm to tell first."<br><br></div><div>There was nothing to answer. Isabel was bossy, but she was always right, and Lottie and Kezia knew too well the powers that went with being eldest. They brushed through the thick buttercups at the road edge and said nothing.<br><br></div><div>" And I'm to choose who's to come and see it first. Mother said I might."<br><br></div><div>For it had been arranged that while the doll's house stood in the courtyard they might ask the girls at school, two at a time, to come and look. Not to stay to tea, of course, or to come traipsing through the house. But just to stand quietly in the courtyard while Isabel pointed out the beauties, and Lottie and Kezia looked pleased...<br><br></div><div>But hurry as they might, by the time they had reached the tarred palings of the boys' playground the bell had begun to jangle. They only just had time to whip off their hats and fall into line before the roll was called. Never mind. Isabel tried to make up for it by looking very important and mysterious and by whispering behind her hand to the girls near her, " Got something to tell you at playtime."<br><br></div><div>Playtime came and Isabel was surrounded. The girls of her class nearly fought to put their arms round her, to walk away with her, to beam flatteringly, to be her special friend. She held quite a court under the huge pine trees at the side of the playground. Nudging, giggling together, the little girls pressed up close. And the only two who stayed outside the ring were the two who were always outside, the little Kelveys. They knew better than to come anywhere near the Burnells.<br><br></div><div>For the fact was, the school the Burnell children went to was not at all the kind of place their parents would have chosen if there had been any choice. But there was none. It was the only school for miles. And the consequence was all the children of the neighbourhood, the Judge's little girls, the doctor's daughters, the store-keeper's children, the milkman's, were forced to mix together. Not to speak of there being an equal number of rude, rough little boys as well. But the line had to be drawn somewhere. It was drawn at the Kelveys. Many of the children, including the Burnells, were not allowed even to speak to them. They walked past the Kelveys with their heads in the air, and as they set the fashion in all matters of behaviour, the Kelveys were shunned by everybody. Even the teacher had a special voice for them, and a special smile for the other children when Lil Kelvey came up to her desk with a bunch of dreadfully common-looking flowers.<br><br></div><div>They were the daughters of a spry, hardworking little washerwoman, who went about from house to house by the day. This was awful enough. But where was Mr. Kelvey ? Nobody knew for certain. But everybody said he was in prison. So they were the daughters of a washerwoman and a gaolbird. Very nice company for other people's children! And they looked it. Why Mrs. Kelvey made them so conspicuous was hard to understand. The truth was they were dressed in " bits " given to by the people for whom she worked. Lil, for instance, who was a stout, plain child, with big freckles, came to school in a dress made from a green art-serge table-cloth of the Burnells', with red plush sleeves from the Logans' curtains. Her hat, perched on top of her high forehead, was a grown-up woman's hat, once the property of Miss Lecky, the postmistress. It was turned up at the back and trimmed with a large scarlet quill. What a little guy she looked ! It was impossible not to laugh. And her little sister, our Else, wore a long white dress, rather like a nightgown, and a pair of little boy's boots. But whatever our Else wore she would have looked strange. She was a tiny wishbone of a child, with cropped hair and enormous solemn eyes—a little white owl. Nobody had ever seen her smile; she scarcely ever spoke. She went through life holding on to Lil, with a piece of Lil's skirt screwed up in her hand. Where Lil went, our Else followed. In the playground, on the road going to and from school, there was Lil marching in front and our Else holding on behind. Only when she wanted anything, or when she was out of breath, our Else gave Lil a tug, a twitch, and Lil stopped and turned round. The Kelveys never failed to understand each other.<br><br></div><div>Now they hovered at the edge; you couldn't stop them listening. When the little girls turned round and sneered, Lil, as usual, gave silly, shamefaced smile, but our Else only looked.<br><br></div><div>And Isabel's voice, so very proud, went on telling. The carpet made a great sensation, but so did the beds with real bedclothes, and the stove with an oven door.<br><br></div><div>When she finished Kezia broke in. " You've forgotten the lamp, Isabel."<br><br></div><div>" Oh, yes," said Isabel, " and there's a teeny little lamp, all made of yellow glass, with a white globe that stands on the dining-room table. You couldn't tell it from a real one."<br><br></div><div>" The lamp's best of all," cried Kezia. She thought Isabel wasn't making half enough of the little lamp. But nobody paid any attention. Isabel was choosing the two who were to come back with them that afternoon and see it. She chose Emmie Cole and Lena Logan. But when the others knew they were all to have a chance, they couldn't be nice enough to Isabel. One by one they put their arms round Isabel's waist and walked her off. They had something to whisper to her, a secret. " Isabel's <em>my</em> friend."<br><br></div><div>Only the little Kelveys moved away forgotten ; there was nothing more for them to hear.<br><br></div><div>Days passed, and as more children saw the doll's house, the fame of it spread. It became the one subject, the rage. The one question was, " Have you seen Burnells' doll's house ? Oh, ain't it lovely ! " " Haven't you seen it ? Oh, I say ! "<br><br></div><div>Even the dinner hour was given up to talking about it. The little girls sat under the pines eating their thick mutton sandwiches and big slabs of johnny cake spread with butter. While always, as near as they could get, sat the Kelveys, our Else holding on to Lil, listening too, while they chewed their jam sandwiches out of a newspaper soaked with large red blobs. " Mother," said Kezia, " can't I ask the Kelveys just once ? "<br><br></div><div>" Certainly not, Kezia."<br><br></div><div>" But why not ? "<br><br></div><div>" Run away, Kezia ; you know quite well why not."<br><br></div><div>At last everybody had seen it except them. On that day the subject rather flagged. It was the dinner hour. The children stood together under the pine trees, and suddenly, as they looked at the Kelveys eating out of their paper, always by themselves, always listening, they wanted to be horrid to them. Emmie Cole started the whisper.<br><br></div><div>" Lil Kelvey's going to be a servant when she grows up."<br><br></div><div>" O-oh, how awful! " said Isabel Burnell, and she made eyes at Emmie.<br><br></div><div>Emmie swallowed in a very meaning way and nodded to Isabel as she'd seen her mother do on those occasions.<br><br></div><div>" It's true—it's true—it's true," she said.<br><br></div><div>Then Lena Logan's little eyes snapped. " Shall I ask her? " she whispered.<br><br></div><div>" Bet you don't," said Jessie May.<br><br></div><div>" Pooh, I'm not frightened," said Lena. Suddenly she gave a little squeal and danced in front of the other girls. " Watch! Watch me! Watch me now! " said Lena. And sliding, gliding, dragging one foot, giggling behind her hand, Lena went over to the Kelveys.<br><br></div><div>Lil looked up from her dinner. She wrapped the rest quickly away. Our Else stopped chewing. What was coming now?<br><br></div><div>" Is it true you're going to be a servant when you grow up, Lil Kelvey ? " shrilled Lena.<br><br></div><div>Dead silence. But instead of answering, Lil only gave her silly, shamefaced smile. She didn't seem to mind the question at all. What a sell for Lena ! The girls began to titter.<br><br></div><div>Lena couldn't stand that. She put her hands on her hips; she shot forward. " Yah, yer father's in prison! " she hissed, spitefully.<br><br></div><div>This was such a marvellous thing to have said that the little girls rushed away in a body, deeply, deeply excited, wild with joy. Someone found a long rope, and they began skipping. And never did they skip so high, run in and out so fast, or do such daring things as on that morning.<br><br></div><div>In the afternoon Pat called for the Burnell children with the buggy and they drove home. There were visitors. Isabel and Lottie, who liked visitors, went upstairs to change their pinafores. But Kezia thieved out at the back. Nobody was about; she began to swing on the big white gates of the courtyard. Presently, looking along the road, she saw two little dots. They grew bigger, they were coming towards her. Now she could see that one was in front and one close behind. Now she could see that they were the Kelveys. Kezia stopped swinging. She slipped off the gate as if she was going to run away. Then she hesitated. The Kelveys came nearer, and beside them walked their shadows, very long, stretching right across the road with their heads in the buttercups. Kezia clambered back on the gate; she had made up her mind; she swung out.</div><div>" Hullo," she said to the passing Kelveys.<br><br></div><div>They were so astounded that they stopped. Lil gave her silly smile. Our Else stared.<br><br></div><div>" You can come and see our doll's house if you want to," said Kezia, and she dragged one toe on the ground. But at that Lil turned red and shook her head quickly.<br><br></div><div>" Why not ? " asked Kezia.<br><br></div><div>Lil gasped, then she said, " Your ma told our ma you wasn't to speak to us."<br><br></div><div>" Oh, well," said Kezia. She didn't know what to reply. " It doesn't matter. You can come and see our doll's house all the same. Come on. Nobody's looking."<br><br></div><div>But Lil shook her head still harder.<br><br></div><div>" Don't you want to ? " asked Kezia.<br><br></div><div>Suddenly there was a twitch, a tug at Lil's skirt. She turned round. Our Else was looking at her with big, imploring eyes ; she was frowning ; she wanted to go. For a moment Lil looked at our Else very doubtfully. But then our Else twitched her skirt again. She started forward. Kezia led the way. Like two little stray cats they followed across the courtyard to where the doll's house stood.<br><br></div><div>" There it is," said Kezia.<br><br></div><div>There was a pause. Lil breathed loudly, almost snorted ; our Else was still as stone.<br><br></div><div>" I'll open it for you," said Kezia kindly. She undid the hook and they looked inside.<br><br></div><div>" There's the drawing-room and the dining-room, and that's the——"<br><br></div><div>" Kezia ! "<br><br></div><div>Oh, what a start they gave !<br><br></div><div>"Kezia!"<br><br></div><div>It was Aunt Beryl's voice. They turned round. At the back door stood Aunt Beryl, staring as if she couldn't believe what she saw.<br><br></div><div>" How dare you ask the little Kelveys into the courtyard ? " said her cold, furious voice. " You know as well as I do, you're not allowed to talk to them. Run away, children, run away at once. And don't come back again," said Aunt Beryl. And she stepped into the yard and shooed them out as if they were chickens.<br><br></div><div>" Off you go immediately! " she called, cold and proud.<br><br></div><div>They did not need telling twice. Burning with shame, shrinking together, Lil huddling along like her mother, our Else dazed, somehow they crossed the big courtyard and squeezed through the white gate.<br><br></div><div>" Wicked, disobedient little girl! " said Aunt Beryl bitterly to Kezia, and she slammed the doll's house to.<br><br></div><div>The afternoon had been awful. A letter had come from Willie Brent, a terrifying, threatening letter, saying if she did not meet him that evening in Pulman's Bush, he'd come to the front door and ask the reason why! But now that she had frightened those little rats of Kelveys and given Kezia a good scolding, her heart felt lighter. That ghastly pressure was gone. She went back to the house humming.<br><br></div><div>When the Kelveys were well out of sight of Burnells', they sat down to rest on a big red drainpipe by the side of the road. Lil's cheeks were still burning ; she took off the hat with the quill and held it on her knee. Dreamily they looked over the hay paddocks, past the creek, to the group of wattles where Logan's cows stood waiting to be milked. What were their thoughts ? Presently our Else nudged up close to her sister. But now she had forgotten the cross lady.          <description><![CDATA[<div>Degradação do solo e Desertificação<br><br></div><div>O princípio chave do projeto contra a degradação do solo é implementar medidas para interromper e reverter a degradação da terra. Recentemente concluiu as adaptações que às mudanças climáticas harmonizam as principais áreas de Água, Agricultura, Biodiversidade, Saúde, assentamentos humanos e áreas de risco de desastres, reduzir os planos de adaptação setorial para um Plano Nacional de Adaptação. A remoção de espécies exóticas por meio do Programa Água, em áreas de captação e de águas contaminadas contribui para a melhora da qualidade e a quantidade de água.<br><br></div><div> <br><br></div><div>Resposta à seca<br><br></div><div>A abordagem empregada pelo Governo Africano Sul no problema da degradação do solo, facilita intergovernamental coerentes e integradas respostas, nomeadamente, programa Landcare, para áreas úmidas, que contribuem para a criação de empregos, segurança alimentar, conservação de desenvolvimento de habilidades, reabilitação e restauração de terrenos, bem como para o desenvolvimento Rural.<br><br></div><div>O advento da atual seca exige uso de tecnologias que promovam a resiliência.          <description><![CDATA[<div><strong>CAPÍTULO TRÊS<br></strong><br></div><div>Saio pela porta dos fundos, para o jardim, grande e arrumado: um gramado no meio, um salgueiro-chorão, amentilhos floridos; ao redor das bordas, canteiros de flores, nos quais os narcisos estão desaparecendo e as tulipas abrindo suas pétalas, espalhando cores. As tulipas são vermelhas, um vermelho Carmesim na direção do caule, como se tivessem sido cortadas e estivessem começando a curar ali.<br><br></div><div>Este jardim é o domínio da Esposa do Comandante. Olhando pela minha janela à prova de estilhaços, muitas vezes a vi nela, os joelhos em uma almofada, um véu azul claro jogado sobre o amplo chapéu de jardinagem, uma cesta ao lado com tesouras e pedaços de barbante para amarrar as flores. Mal posso acreditar que os Anjos precisam desses cachecóis de qualquer maneira, os feitos pela Esposa do Comandante são muito bem elaborados. Ela não se incomoda com o padrão de estrela e cruz usado por muitas das outras Esposas, não é um desafio para ela. Os pinheiros marcham ao longo das extremidades de seus lenços, ou águias ou figuras humanoides rígidas, menino e menina, menino e menina.
