KAFALA REGIME

The kafala regime is given by the relationship between the immigrant and native employers. It consists of the immigrant being protected by a native citizen who acts as his sponsor (kafil) and takes charge of his welfare. In return, immigrants can not change jobs or leave the country without Kalif's authorization. This method has been criticized because it is practically slavish. Likewise, some Emiratis sponsor the investments of foreign entrepreneurs, since access to property and business opportunities are very limited for people without citizenship. At least 51% of all companies operating in the country must be in the hands of citizens, so foreign investors must associate with Emiratis, sometimes through irregular agreements.

Y qué pasa con la poblacion femenina? On the other hand, the position in which immigrant women find themselves through the kafala regime is worrisome. Women can not have sexual relations with their sponsor but if they become pregnant (regardless of whether it is rape), they are deported or imprisoned accused of zina (illegal sexual intercourse).

Obviously, there are wealthy immigrants (big businessmen) who come to United Arab Emirates and can enjoy all the amenities of their class, they are different from the average immigrants, they can make families in this country and settle (the majority) in Dubai . This is because they are a fundamental part of the Arab economy, for them, Dubai is a new free way to generate money, wealth and profit.

INMIGRANTS AS AN INTERNAL THREAT

The UAE has erected a militarized fence on its border with Oman and Saudi Arabia, overseen by more than 5,000 soldiers. To this 200 ships that patrol the coasts are added, as well as biometric measurements such as iris scanners at all points of entry into the country by land, sea and air. Even so, hundreds of undocumented immigrants try to access the country every year in precarious vessels or hidden in unusual places.

These control measures have been accompanied by a seizure of discourse that also bears similarities with what happens in Western countries. During the last 20 years, the Emirati authorities have referred to the migrant population as a "threat" or a "security risk" for the country.
