Key concerns

- NIRAC participation in Government based plan and activities within the Northern Illawarra Region. These plans and activities must be considered by Country. Indigenous history must be released, maintaining the general public's information in order to validate Country furthermore.

Supporting Factors

- Within 'The Proposal' under the subtopic ' Potential Management of Heritage Issues; Recommendation 2', encourages the importance of 'Aboriginal Ancestral remains' and the process of 'ceasing of work immediately and treating the site as sacred' and 'the purposeful act of not touching or moving said remains'. (Planning Proposal, Elton Consulting)

- Information and recommendations are in support of local Indigenous Council 'NIRAC'. Site, under recommendations of hypothetical finding of remains, is deemed culturally significant, hence the inclusive consultation of OEH's Environmental Line, NSW Police, and the Country's Indigenous landowners.

- The process enables the preservation of Indigenous Cultural Heritage significance. This action/recommendation categorises the construction site as a 'Scared Site'.

Conflicting Factors

- - As stated in the Corrimal Cokeworks proposal, “Investigations undertaken by Biosis Pty Ltd, including a desktop assessment and an archaeological survey, concluded that the site area has a low potential to contain archaeological deposits.” Even though it says, ‘low potential”, there is still a potential for the distribution of relatively unknown or ‘thought lost’ sacred sites.

- Though, the overall indigenous land rights movement would be in conflict with this proposal as it was and still is indigenous land, though as that is a country and even global problem, that is not being addressed in this proposal.

Research Evidence

- Porter, L. 2018, 'From an urban country to urban Country: confronting the cult of denial in Australian cities', Australian geographer, vol. 49, no. 2, pp. 239-246

- Crabtree L 2013, ‘Decolonising property: exploring ethics, land, and time, through housing interventions in contemporary Australia’, Environment and Planning D: Society and Space, vol. 31, no.1, pp. 99-115.

-James, Sarah W, 2013 'Rights to the diverse city: Challenges to Indigenous Participation in Urban planning and Heritage preservation in Sydney, Australia'.

Within the Northern Illawarra regional aboriginal councils area of concern, the traditional owners of the land participating in governmental activities and planning out the activities so that they can relate to the country and be passed down to future generations. With there being no talks with the traditional indigenous owners of the land and how sensitive the importance of passing down and creating a future for the people and the country the group will object the proposal plan.

There have been investigations conducted by a company called biosis Pty Ltd which completed a site area assessment, with this they have found that the low potential to contain archaeological deposits. With this, it means that the basis is that there is not enough evidence that supports aboriginal objects or places that will be impacted by the proposed development of the specific site. In stating this if there are any signs of aboriginal objects, bodies, or ancestral remains the construction is to cease and not recommence unless there has been an authorisation letter that is in writing from the OEH to continue work on the site.
