         <description><![CDATA[<div>1.When there is no center government, global governments work together to manage the global policy.</div><ul><li>Global governance means that with the deepening of the globalization process, the economic, political, and ecological issues faced by countries are becoming more and more global in nature. This requires the joint efforts of the international community. Global governance conforms to the inherent requirements of this historical development of the world, and is conducive to establishing a new international political and economic order in the era of globalization and maintaining the normal operation of the international community.</li></ul><div><br>2.Global governance has emerged out of an acceptance by states that in a growing number of policy areas the problems they confront cannot be effectively addressed by individual states acting alone.<br><br>For many problems cannot be solved by one country alone and effectively.<br><br>3.Globalists think global governance is reality. First, the development and establishment of international organizations have proved the trend and necessity of global governance. Second, the development of globalization has promoted global governance. Countries are interconnected and interdependent. Many problems cannot be solved by a single country.</div>]]></description>

         <description><![CDATA[<div>1，Global governance refers to the management of policies at the global level without a central government ,so countries cooperate voluntarily when it is in their interest to do so, because the problems they face cannot be addressed by a single country.<br><br>2，Global governance emerged because countries believed that more and more political problems in the policy field could not be effectively solved by a single country.Global governance, which means that there is no need to establish a world government or tolerate a world hegemonic order, can be seen as a form of cooperation in anarchy。<br><br>3，<br>Inter-nationalist</div><div>Follow the rules of hegemonic governance</div><div>Even when international organisations take initiatives to combat global governance on a global scale, this is still limited by hegemony. In order to defend the interests of the hegemonic countries themselves, they can change or refuse to implement the initiative.</div><div><br>Transformationalist acknowledges the importance of globalist and internationalist in the governance of global governance, but both interpretations are too absolute.<br><br></div><div>They emphasise that the governance will involve the involvement of diverse forces and social organisations, and ultimately bottom-up governance by experts and social forces.</div>]]></description>

Global governance emerged firstly, the end of the Cold War [between America and Russia]. Secondly, a growing number of global problems (environment pollution) accelerated Globalization the solution is beyond the capacity of a single state.&nbsp;<br>3.(1) Positive globalist argued that global governance be seen as a reality.<br>(2) Negative globalist argued that governance be seen as a myth.<br>(3) Inter-nationalist argued that either exaggerated as a new phenomenon or just a myth.&nbsp;<br>(4) Transformationalists argued that it both owned challenged and is a reality.</div>]]></description>

It covers both formal and informal mechanisms and governmental and non-governmental institutions.<br>2. The problems can’t be solved by individual states acting alone. globalization, international migration, global terrorism to transnational criminal organizations, global pandemics&nbsp;<br>3. Global governance is an exaggerated theory. On the contrary, it should not be overstated. On the other hand, global governance is a theory of reality because it requires cooperation among countries and mutual trust.
