         <description><![CDATA[<div>I think that the Persians were tolerant of their conquests. They didn't seem to interfere with the culture and freedom that their conquests already had. But at the same time if they disobeyed the Persian Empire, they could be stripped of their liberties. So in that sense they were tolerant to a certain point. At the same time they were cruel to invade them in the first place.</div>]]></description>

         <description><![CDATA[<div>I think they were tolerant because if an emperor is to cruel then he will be overthrown, for example Julius Caesar of Rome put himself at a dictatorship and was overthrown and killed by his own friends. You cannot be too nice because it will show signs of weakness and the people will easily be able to overthrow you. And if you are tolerant you will show that you are strong and the citizens will allow you to be their leader.  If they lasted for 200 years the citizens probably didn't try to overthrow the government.</div>]]></description>

If they are too kind they will be making peace treaties and not be prepared for other cities to attack because they believe the best in people. If you are cruel, then your people will talk bad about you behind your back and don't have  the true intention of helping.          <description><![CDATA[<div>I think the Persians were tolerant because you can't run that large an empire while being too soft. Then there would have been some sort of anarchy because the government gives everything. If the government was too rough, the people of persia would have rebeled.</div>]]></description>
