During the constitutional convention, there was much disagreement between the north and southern states on how slaves should be counted in the population. There were two main reasons the population was important. The first being that it determined how many representatives the states would get, and second being that it would determine how much tax money the state would pay the government. So more slaves equals more representatives.

There were two plans for two different sides. The southern states plan was to count slaves as a part of their population for representation but not taxes. Of course this would work in their favor because the southern states had more slaves. The northern states plan was the exact opposite of the southern states plan. It said that slaves should be counted for taxes but not representation because they didnt want the southern states to have too much power.
