         <description><![CDATA[<div>Benito Juarez was the president to be elected during the time. When he came into office he was faced with the growing debt the country of mexico had. He would stop paying countries he owed money to including France, Spain, and Great Britain. All 3 countries would send their navies to the Veracruz coast line. Negotiations between Spain and Britain would be made and their armies would withdraw from the area. If he didn't make those sucessful negotiations they wouldn't have won the small war they had. </div>]]></description>
