A period of time in which peasants were experiencing a widespread panic and rioting during the French Revolution. There were rumors of an "aristocratic conspiracy" that threatened the lives of regular people. Peasants believed that the king was going to halt their revolution through military means. There was a gathering of soldiers in Paris which added to this worry. In order to retaliate, the third estate attacked local lords, burned fields, destroyed legal documents, and burned down castles.

After gaining power, Napoleon introduced a set of laws titled the Napoleonic Code. This legal code was made in order to stabilize France since there were many problems in the country. The country was in chaos as institutions were destroyed, the church's power was suppressed, and the need for unification was at an all time high. The Napoleonic code fixed many of these problems. It gave the church its power back, gave equal rights to all men under the law, and even removed corruption from the government. However, these rights did not extend to all people. Women were excluded and slavery was reintroduced.
