It emerged during the Second World War and focused in linguistic standards that should be memorized for students. Example: perfect pronunciation. The teacher was the center, a manager and the students weren't the holders of the knowledge. The audio lab was the technology for learning through oral repetition.

Some schools have this theory, that focus in grammar, repetition and don´t consider the experiences and context of the students. However, the students learn/teach with the teachers and the teachers learn/teach the students.
