Global Goal 17 focuses on international economic cooperation. Collaboration between entities can facilitate the achievement of 0.7% of gross banking income.

 Only 6 countries have reached this threshold (Norway, Luxembourg, Sweden, Denmark, the United Kingdom and Germany).

Global goal 17 is divided into 19 targets, including the 5 most important, one, two , three,four and five. Target number 1 aims to strengthen the mobilization of internal resources, also through international support to countries’ development, to improve the internal capacity to collect taxes and other forms of revenue. If every donor state donated to offset Africa's debts in 2020 it would have to donate $ 45,562,068,965.50.

In target number 2, developed countries completely fulfill their public development aid obligations, including the commitment by many developed countries to reach the 0.7 percent ODA / GNI target for developing countries. development and 0.15 to 0.20 percent of ODA / GNI for least developed countries’; ODA donors are encouraged to consider setting the goal of providing at least 0.20 percent of ODA / GNI for least developed countries. Target number three mobilizes additional financial resources for the developing countries from multiple technological sources.

Target number four helps developing countries achieve long-term debt sustainability through coordinated policies aimed at fostering debt financing, debt relief and debt restructuring, where appropriate, and addressing foreign debt of heavily indebted poor countries in order to reduce the debt emergency. Target number five makes it possible to adopt and apply investment promotion regimes in favor of less developed countries such as Africa, South America and parts of northern Asia.

COVID-19

In relation to the current crisis, in the first quarter of 2020 global trade fell by 3% while in the second by 27%. The precise values ​​of the economic decline in the last half of 2020 are still unknown.

The preferential rates offered by members of the World Trade Organization to facilitate countries in economic difficulties have reached a very low average level, equal to 1.1%. This creates considerable inconvenience for low-income countries, which see the possibility of exporting their goods reduced in this way: this turnover should have doubled by 2020, according to the Agenda programs, while it is still at the levels of the past decade (about 1%).

Goal 17

Furthermore, the cooperative and collaborative model of Goal 17 is the same that is required in addressing the situation created by COVID-19: today more than ever, involving governments, the private sector and civil society in a common goal and strengthening multilateralism and global strategy partnerships are more important than ever.

Interviews, information and proposals: ideas for ending the Global Goal 17.                           To reach the Global Goal 17 we thought of doing interviews, giving information and making an original proposal to put an end to this goal. Our mission is to inspire people to follow things to do to make the world a better place. An example of Global Goal 17 can be in a country like South Africa the education of the younger generations, or the creation of water wells while in a more advanced country like Italy a goal can be to have all electric cars within 2030 for CO2 reduction or to have better internet infrastructures. All countries have a different goal 17, but all must participate nationally and internationally to achieve success. But, what are the pros and cons?  We do interviews with experts to help people understand how hard they are working and how to improve the world with small actions that if we all do it will become a big action. We will give information to show people the current situation and how it can evolve over time (for better or for worse based on the actions that the population will take) by attaching sites, videos and conferences. We will also make an original proposal to carry out this goal of the 2030 Agenda to stimulate people to take the first steps that will then evolve and end.  Unfortunately, people may not be interested in this topic without contributing and continuing to do wrong actions. Making a proposal may not like it or be considered wrong by others and therefore not be of help. There could be fake news on the sites where we get the information that damages our work and those who have seen the padlet may think things that are not true.  By trying to get people interested in the topic, making a proposal based on scientifically proven facts and taking information from sites with statistics and verified sites, we can convince people and make them understand our padlet.     

Il global goal 17 è diviso in 19 target, tra cui i più importanti, l’1, il 2 ,3,4 e 5 il target numero uno mira a rafforzare la mobilitazione delle risorse interne, anche attraverso il sostegno internazionale ai Paesi in via di sviluppo, per migliorare la capacità interna di riscossione di imposte e altre forme di entrate. Se ogni stato donatore donasse per compensare i debiti dell’Africa nel 2020 dovrebbe donare$45.862.068.965,50.

Nel target numero due i Paesi sviluppati adempiono pienamente ai loro obblighi di aiuto pubblico allo sviluppo, tra cui l'impegno da parte di molti Paesi sviluppati di raggiungere l'obiettivo dello 0,7 per cento di APS/RNL per i Paesi in via di sviluppo e da 0,15 a 0,20 per cento di APS/RNL per i Paesi meno sviluppati; i donatori di APS sono incoraggiati a prendere in considerazione la fissazione dell’obiettivo di fornire almeno 0,20 per cento di APS/RNL per i Paesi meno sviluppati. Il target numero tre fa mobilitare ulteriori risorse finanziarie per i Paesi in via di sviluppo da più fonti tecnologiche.

Il target numero 4 aiuta i Paesi in via di sviluppo a raggiungere la sostenibilità del debito a lungo termine attraverso politiche coordinate volte a favorire il finanziamento del debito, la riduzione del debito e la ristrutturazione del debito, se del caso, e affrontare il debito estero dei paesi poveri fortemente indebitati in modo da ridurre l’emergenza del debito. Il target numero 5 fa adottare e applicare i regimi di promozione degli investimenti a favore dei paesi meno sviluppati come l’Africa, il Sud America e parte dell’Asia settentrionale.

Covid-19

In relazione alla crisi in atto, nel primo trimestre del 2020 il commercio globale è calato del 3% mentre nel secondo del 27%. Ancora non si sanno i valori precisi del calo economica dell’ultimo semestre del 2020.

Le tariffe preferenziali offerte dai membri dell’Organizzazione mondiale del commercio per agevolare i Paesi in difficoltà economiche hanno raggiunto un livello medio molto basso, pari all’1,1%. Questo crea un notevole disagio per i Paesi a basso reddito, che vedono in questo modo ridursi la possibilità di esportare le loro merci: questo giro di affari avrebbe dovuto raddoppiare entro il 2020, secondo i programmi dell’Agenda, mentre è ancora sui livelli del decennio trascorso (circa 1%). 

Goal 17
Inoltre il modello cooperativo e collaborativo del Goal 17 è lo stesso che è richiesto nell’affrontare la situazione creata dal COVID-19: oggi più che mai, coinvolgere governi, settore privato e società civile in un obiettivo comune e rafforzare il multilateralismo e il partenariato globale sono strategie più importanti che mai.

We've concluded our exhibition project which was focused on Global Goal 17. In this text we will talk about the experiences we had (difficulties, help, organization and cooperation through group work). This project has helped us improve ourselves in aspects such as cooperation, teamwork, organization, and our knowledge of the world.

At first we thought it was quick and easy to complete this project, but we realized that in reality there were many difficulties and obstacles to finish it. Throughout our research we have began to understand the real situation of some countries, cities and children of our age or adults. It was also difficult to organize ourselves for many things such as finding people for our interviews  who had experience in this field also because, unfortunately, few people work on it, which is why we chose it in the first place.

Per il Global Goal 17 abbiamo pensato di fare una proposta per il raggiungimento di questo obiettivo. Grazie alle informazioni che abbiamo preso dalle interviste e dai siti abbiamo pensato a come raggiungere questo goal se tutti collaborano un pò.  Con questa proposta vogliamo far capire alla gente come se tutti facciamo piccole azioni tutto si può risolvere. Grazie alla parte digitale, tutto ora è più facile e lavorare con il Covid-19 è stato abbastanza semplice ma per il digital divide, una parte del mondo è esclusa da internet e nel 2020 viene considerata discriminazione e molte persone che lavoravano in presenza per eventi in persona non hanno potuto lavorare. Per i paesi in via di sviluppo è stato difficile ancora più di prima, trovare i fondi per avere una linea Wi-Fi, procurarsi un lavoro, del cibo e sopravvivere mandando a scuola i figli. I paesi donatori, invece, possono volere indietro i fondi dati o quelli che hanno donato poco, non donare neanche 1 euro per la difficoltà. L’economia può andare ancora più in calo.

Fare una proposta che come scopo a quello di convincere le persone a rispettare le norme per raggiungere gli obiettivi globali è una buona idea. Se ogni stato donatore donasse per compensare i debiti dell’Africa nel 2020 dovrebbe donare$45.862.068.965,50.

Soffermiamoci sul debito. Secondo i dati elaborati dall’Agenzia francese di sviluppo, nel 2018 il debito del continente era pari a 1.330 miliardi di dollari (1.060 dollari per abitante), cioè il 60% del Prodotto interno lordo (Pil). Se paragonata a paesi Francia, Italia o Giappone, il cui debito è ben oltre il 100% del Pil, l’intera Africa è relativamente poco indebitata.
