         <description><![CDATA[<div>Congress has only those powers delegated to it by the constitution. Large areas of power denied to congress. There is so much the congress cannot do. It cannot create a national public school system, require people to vote to attend church, or set a minimum age for marriage or drivers license and many other things although it does grant it some specific powers and it delegates the powers in three different ways. Expressed powers, implied powers, inherit powers. </div>]]></description>

There in 18 separate clauses, 27 different powers are explicitly given to congress. these grants of power are brief. What they do and do not allow congress to do often cannot be discovered by merely reading the few words involved like It gives the congress power to regulate commerce with foreign nations and among several states, and with the Indian tribe. There are dozens of questions arising of this one provision. </div>]]></description>

The constitution places four explicit limits on the use of the commerce power. Like it cannot tax exports, cannot favor the ports of one state over those of any other in the regulation trade, cannot require that vessels bound to, or from one state be obliged to enter , or pay duties in another", and finally could not interfere with the slave trade until at least the year 1808 this last limitation, part of the curious slave trade compromise that the framers struck at Philadelphia. </div>]]></description>

Congress may call a national convention of delegates from each of the states to propose an amendment but only if two thirds of the state legislatures request to do so. <br>If no candidates receives a majority of the electoral college votes in a presidency each states house delegation must decide from one of the top three candidates. Each state has one vote. If no candidate wins the majority of the states votes another vote must be taken. </div>]]></description>
