      <title>Homelessness by Jack Palmer</title>

      <description>Homelessness as a concept is situated within policy, evolving from old English poor laws around pauperism and vagrancy. Firmly grounded by understandings of deserving and undeserving, homelessness as an urban disorder has been created and managed by policy. This lecture will chart the progression of these developments which have shifted understandings of the causes and nature of homelessness, and, the role of the state in relation to citizens. Mechanisms of urban control will be discussed in relation to the revanchist thesis and alternatives, such as coercive care.   </description>
