The proles are untouched by the Party. They’re not smart enough for the Party to bother brainwashing. The prole people don’t get what’s going on enough to revolt. Winston writes in his diary that if there is hope in overthrowing the Party Rule, then it must start with the proles. The proles are comprising 85% of the population of Oceania. They need to become conscious of their own strength. Winston realizes that the Party's goal is absolute control over reality, which it can achieve by controlling the minds of the people through terrorism and propaganda.
