The nationalist were able to acquire 700 million US dollars in loans from the "neutral' USA that were used to purchase key war material like rubber and oil form US companies such as texaco and general motors.

Gulf war
  Iraq suffered great damage to its economy. Its oil sanctions were destroyed by the war which gave Kuwait a chance to regain back its economy as Iraq could not compete with them in oil sails.
After the Iran-Iraq war both, countries were left in an economic turmoil. Especially in Iraq, the damage was very high and costly which made Saddam want to borrow loans and in order for him to restore the economic stability of Iraq he needed money. Despite Iraq having a lot of oil, that was not enough to fund the restoration of the economy.
Saddam wanted more access to Persian gulf
If they invaded the Arab gulf river they will have access to a second port which enables them to trade and get more money for their economy.
