He contacted KGF authorities, the minister and chief of Karnataka, the prime minister, and newspapers. For a while he went unacknowledged. In 1993 the Indian parliament passed a law that banned the construction of dry toilets and manual scavenging. Despite that manual scavenging still happened. In response Bezwada Wilson took photos of dry toilets and manual scavenging in 
KGF, sending it to the managing director of the KGF.  At first the parliament didn't do anything about it until the photos were published on the Deccan Herald, a newspaper. This humiliated the parliament, and the Karnataka government was forced to recognise that  manual scavenging and dry toilets were still a problem in the region.
