The water contained high percentages of lead which affects the consumers (especially children). Many had to use bottled water in their households to wash clothes, brush teeth, wash dishes, drink, and overall clean and provide for their household members. I also remember that the government was not very helpful in terms of ways to fix the pipes. It might be just a rumor, but many believed that the government wanted to save money instead of buying new pipes and water systems for families.
