It is important to be familiar with the policies and procedures applicable to your role. All relevant first aid information is available on the OHS website.

This guide is designed to be used in collaboration with OHS policies and procedures to assist you in your role and should not be used as a substitute. We hope that it will assist in fulfilling your role.

What is my role as Defibrillator Coordinator (DC)?

It is the responsibilities of the DC to:

Ensure all defibrillator unit checks are completed and documented _{(See 9.3 First Aid Procedure}₎
Daily visual checks are required (and do not need to be documented) - can be completed by the DC, First Aider (FA) or nominated staff member
Monthly detailed checks are required and must be documented. Forms can be found here and can be completed by the DC, FA or nominated staff member

DCs do not need any extra formal training themselves.

What is my role as First Aid Coordinator (FAC)?

It is the responsibility of the FAC to:

Discuss recruitment of First Aiders (FAs) with the relevant head/s of the academic/administrative unit and/or OHS Committee
Ensure FAs and DCs are appointed by the relevant academic/admin unit, with the consent of the appointee's performance manager supervisor _{(See 9.1 - OHS Roles, Responsibilities and Committees Procedure)}
Notify area FAs of the requirement to be immunised against hepatitis B
Ensure FAs have hepatitis B vaccinations and current training qualifications
Act as focal point for communication between FAs in the work area, the local OHS Committee and OH&S
Complete the area's First Aid Assessment (renewed every 3 years or earlier if the needs of the area change)
Allocate specific duties to FAs as required
Ensure that first aid kits, supplies and equipment are maintained
Monitor the record keeping associated with first aid kits, supplies and equipment
Liaise with the local OHS Committee and OH&S on first aid matters
Report back to their local area on first aid updates, changes in procedures and requirements
Adhere to the specific requirements and responsibilities for FACs, as noted in the Monash University First Aid Procedure.

FACs do not need any extra formal training themselves.

Please note that OH&S does not keep a central record of FAs. Lists of FAs must be retained and made available locally.

What is the role of a First Aider?

It is the responsibility of the First Aider (FA) to:

Complete a first aid course and renew it every 3 years, if continuing in the role
- Minimum level qualification is HLTAID011 Provide First Aid
Complete HLTAID009 Provide Cardiopulmonary Resuscitation (CPR) qualifications and renew at least once per year (except for the years that HLTAID011 is completed)
Be prepared to be hepatitis B immunised
Be readily available and able to be called away at short notice, when required
Have the capacity to deal with injury and illness and is able to relate well with people
Respond promptly to provide an emergency service for injury/illness as required, while always working within
their level of competence
Arrange prompt and appropriate referral (e.g. to a medical clinic, GP, hospital emergency department) as
required
Access information from an SOS bracelet or similar in order to attend to a casualty
Keep confidential all information received in the course of their duty (medical information must only be released to relevant medical staff)
Record all treatment (however minor) in a First Aid Online Report
Encourage staff who have had an injury/illness to complete an online Hazard and Incident Report in SARAH+, where relevant
Maintain first aid facilities, including first aid equipment, checking and restocking of first aid kits, as delegated or if there is no First Aid Coordinator for the area
Report any deficiencies in the first aid service to their First Aid Coordinator, OHS Committee or the Occupational Health Team
Attends/participates in networking and education sessions during the year

The First Aid Procedure does not advise to administer oxygen when giving chest compressions
• First aid courses include Basic Life Support (BLS) which does not instruct on the administration of oxygen for cardiac arrest (or respiratory arrest) - instead rescue breathing or mouth-to-mouth resuscitation is taught.
• Oxygen administration training is only given in Advanced Life Support (ALS) courses, which are geared towards health professionals and not First Aiders

Safety

How do you store emergency oxygen?

• It is important to store oxygen at least 6.1m/20 feet from kitchens, open flames, heat sources and combustible materials such as paint, grease and oil
• Store cylinders in a well-ventilated location (no closets or cabinets)
• Ensure tanks are stored in accessible spaces for ready access during an emergency

A First Aid Assessment must be completed to determine if medical oxygen is a required first aid supply.

Maintenance of oxygen cylinders
Procedures must be established to ensure that:

· The oxygen level in the cylinders is checked at least monthly;

· The equipment is stored and handled in the correct manner;

· The equipment is serviced on an annual basis by an authorised service agency.

The responsibility for the testing and servicing of the oxygen cylinders must be determined in consultation with the First Aid Coordinator, the Safety Officer and local OHS committee to ensure this is performed by a person trained in the use of this equipment.

Records of maintenance, testing and service of the oxygen cylinders must be maintained by the academic/administrative unit.

How to maintain a defibrillator (AED)

As Defib Coordinator (DC), you are responsible for checking the defib is in a 'state-of-readiness' daily.

A daily visual check of the unit:

ensures that the service indicator (light) shows the defib is ready to use
does not need to be documented

As DC, you are also responsible for a detailed documented check monthly.

A monthly check of the unit:

is a more detailed check of the defib unit and its accessories (pads, batteries, accessory pack, etc)
needs to be documented, with the checklist stored locally

All checks may be delegated to another staff member.

Who can we get to check and refill our first aid kits?

The FAC can complete a First Aid Assessment (FAA) which will determine:

the type of kit/s the area needs
the quantity of kits the area needs
the number of trained First Aiders required for the area

If your area has a large number of kits, you can choose to engage a company to carry out regularly kit servicing (frequency to be determined in consultation with the area's OHS Committee).

First Aid for Asthma

Quick action may help prevent an asthma attack from becoming an asthma emergency.

Signs of an ASTHMA ATTACK

Increasing wheezing, cough, chest tightness or shortness of breath
Waking often at night with asthma symptoms
Needing to use a blue/grey reliever again within 3 hours

When is it an ASTHMA EMERGENCY?

Symptoms get worse very quickly
Severe shortness of breath, can’t speak comfortably or lips look blue
Little or no relief from your reliever inhaler

Signs that someone needs first aid for an ASTHMA ATTACK

Any of these:

Suddenly hard to breathe
Can’t talk normally
Coughing
Wheezing
Feeling of chest tightness

What to do

Call an ambulance immediately:
Dial 000 Say this is an ASTHMA EMERGENCY

Not sure if it's asthma?

If a person stays conscious and their main problem seems to be breathing, follow the asthma first aid steps. Asthma reliever medicine is unlikely to harm them even if they do not have asthma.

If someone is unconscious, start life support.

If you are ever unsure about what you should do, CALL AMBULANCE IMMEDIATELY (DIAL 000)

First Aid for Anaphylaxis

Anaphylaxis needs emergency first aid. The first line treatment is injection of adrenaline (epinephrine) into the outer mid-thigh. Do not allow the person to stand or walk. Give further doses of adrenaline if there is no response after 5 minutes.

A severe allergic reaction (anaphylaxis) is life-threatening and requires urgent action.

Lay the person flat – do not allow them to stand or walk.
Give adrenaline injector (such as EpiPen® or Anapen®) into the outer mid-thigh.
Phone an ambulance – call triple zero (000).
Phone family or emergency contact.
Further adrenaline may be given if there is no response after 5 minutes.
Transfer person to hospital for at least 4 hours of observation.

If in doubt, give adrenaline injector.

Commence CPR (cardiopulmonary resuscitation) at any time if person is unresponsive and not breathing normally.

Always give adrenaline injector first, and then asthma reliever puffer if someone with known asthma and allergy to food, insects or medication has sudden breathing difficulty (including wheeze, persistent cough or hoarse voice) even if there are no skin symptoms.

People with known anaphylaxis or severe allergic reaction are advised to carry a device to inject adrenaline (EpiPen® or Anapen®) and a mobile phone to call for help. They should also carry with them an ASCIA Action Plan for Anaphylaxis.

Important notes regarding medications in FA kits (excerpt from WorkSafe First Aid Compliance Code):

138. Employers should consider including an asthma-relieving inhaler and a spacer to treat asthma attacks and adrenaline (epinephrine) auto-injector for the treatment of anaphylaxis (commonly known as an EpiPen). These may also be available as additional kit modules. These should be stored according to the manufacturers’ instructions, and be replaced when they reach their expiry date. First aid officers need to be aware that the administering of medication should only occur in certain circumstances (see paragraph 141). If it is anticipated first aid officers will need to administer medication they need to be provided with appropriate training. Employees who require prescribed or over-the-counter medicines should carry their own medicines for their personal use as needed.

141. In general, administering scheduled medications needs to be managed by a registered health professional. However, in
providing first aid, it may be appropriate for a first aid officer in certain circumstances to:

• assist a patient with taking their medication (such as an asthma inhaler)
• assist a patient to take, or administer a medicine to a patient, in line with their first aid training or on the instruction
of a registered health professional or Ambulance Victoria (for example, giving an adrenaline (epinephrine) auto-injector in
anaphylaxis).

First aid officers are not expected to know employees’ medical conditions.

Should I include an asthma-reliever inhaler in my first aid kit?

If assessed as a necessary FA supply (i.e. has included it in their First Aid Assessment), you can store an asthma-reliever inhaler in your first aid kit.

Important notes regarding asthma-relieving inhalers in FA kits:

- a disposable spacer should be included with the inhaler

- ensure the inhaler and spacer in stored in a labelled container or bag that identifies it as a specific module (see FA Procedure), so that it can be quickly identified in the kit (see FA Kit Contents List for module details)

- the inhaler should be stored according to the manufacturer's instructions

- the inhaler should be replaced when it reaches its expiry date

- the Asthma Module should include a copy of the Asthma First Aid 4 x 4 protocol in the module (printable copy available here)

- First Aiders in the area should be familiar with how to administer it to a person and with the protocol

- make personnel aware that its inclusion in the first aid kit is not a substitute for carrying their own medication. All staff and students are required to carry their own medication and should make their First Aiders and Supervisors aware of it and how/when to administer it to them

First Aid Online Report Form

The information in a first aid report may include personal and, in some cases, sensitive information. The reports are subject to requirements under Health Records legislation, so reports need to be stored in a manner that will ensure they remain private and confidential.

All hardcopy first aid reports should be sent to the Occupational Health Team (please refer to First Aid Procedures). OH&S stores the full report but the area can retain a copy of the report with the person's name, DOB, address, sex and other identifying, personal or sensitive information redacted for the purpose of review of incidents.

Your local Safety Officer can check who is registered for their role as First Aider (and other safety roles). Safety Officers have access to Power BI. FA Reports - Further Information

-It is important to document the name of the casualty if they have provided it. In some cases, the casualty may refuse to provide their details and in that case the report is still to be completed with a note stating that the person would not/could not/did not provide that information.

First aid kits and defibrillators are important equipment for workplace safety, and it is essential they are easily located when needed. Whilst it is possible to indicate first aid kit and defibrillator locations on evacuation diagrams, occasionally the equipment may be relocated, and so the diagrams may not be accurate. We are also planning to review Monash’s evacuation diagram format more broadly.

To help staff and students locate first aid kits and defibrillators when needed, appropriate signage is important. Three-dimensional signs can make it easier to find this equipment when needed.

If you have unused, unopened first aid supplies that have expired that would otherwise be discarded, consider donating them to one or more of the following types of organisations:

animal rescue
wildlife carers
sporting clubs
recreational clubs

Always confirm with the intended organisation before donating that the items are currently required. We have preciously donated expired supplies to:

Areas are also welcome to send or drop off the items to the Occupational Health Team (Room G06, 26 Research Way, Clayton campus) and we can donate them for you.
