         <description><![CDATA[<p>In every country, different policies affected every population and locality differently. However, there were some main trends as impediments.</p><p>Populations that struggle are minorities and poverty. Despite policy attempts to reach out, some can't afford even minimal fees for school and minorities are not receptive to a school system run by the majority. Many communities don't get any return on their investment in education. </p>]]></description>

         <description><![CDATA[<p>For progress to occur, the dropout problem needs to be addressed and more effort should be put into the disadvantaged and marginalized communities, specifically:</p><p>- cultural bias against female education in comparison to male</p><p>- students with learning disabilities</p><p>- placing schools in more pointed locations to be accessible to poorer communities</p><p>- making school more accessible to ethnic and linguistic minorities</p><p>- incorporating a system for schooling for nomadic populations</p><p>- a better process for identifying the above disadvantaged students</p>]]></description>

         <description><![CDATA[<p>It is shocking to see that for so many years now the same problems are haunting us. The difficulties in receiving an education for poor kids has been going on ages but yet no major changes took place, meaning there are still millions of children dying, dropping out of school, or simply not attending school. Is it possible to think that these changes are not wanted entirely by the people in power? Would such changes and improvements in life quality of the poor could create some waves that wouldn't be liked by the people in power because a possible loss of control<span style="font-size: 13px;">?   </span></p>]]></description>
