As there was no real opposition to our campaign, but often lack of knowledge or interest, the main objective was to inform all stakeholders (local educational authorities, school principals, professors, student groups, students) about the UN's availability and readiness to come to their schools, do workshops and lectures, bring students to visit UN Geneva, and build relations overall. Once the information spread, the rest was relatively smooth.

Given that this campaign was for vaccine advocacy, a strength of this campaign is that the supporters are and remain major players in the duty station, the government, the donor community and the joint support of UN agencies. The opposition would be those who are closer to the community with higher influence, who would oppose or are skeptical of vaccines, and would promote misinformation about it.

Although it seems that having the gov. and UN agencies on our side would overshadow any opposition, a disadvantage of this is that when people are dealing with such a large and faceless entity, it can be of more comfort and trust to look back to your local community for guidance. Therefore, I believe what the advocacy app & campaign was doing was bringing the messages closer to home, in order to reach out more directly to the community on the importance of getting the vaccine, localizing the messages to tackle their worries, and to be able to partner with the local community leaders of influencers is key.

To empower supportive actors, I would provide them with a suite of communications and action guidance and knowledge. This would include key messages, social media messaging and visuals, ideas for events to generate press coverage and other public-facing activities to draw attention to the campaign.

To disempower political opponents, I would seek to lobby them and share the benefits of increased funding for zero-emission transport. It is a relatively easy case to make and the popularity of events with empowered supporters would be key in convincing them.

To empower supporters: keep an active presence online so they know the project is alive and constant. Provide them with regular information so they are up-to-date. Show there are powerful supporters by tagging them and engaging with them online. Create an interactive community online where they can exchange privately and build relationships between themselves for an even stronger base, where project representatives are also present and engage in conversations.

To disempower opponents: continually empower the vulnerable groups so their voice is increasingly loud and hard to ignore, and that if the opponents do ignore, it could be damaging to their reputation as these are vulnerable groups. Work on winning them over by demonstrating the benefits of supporting the project in financial terms. Demonstrate that the vulnerable groups are large and therefore building products to include them represents a big market opportunity that is yet to be seized upon.

Provide more opportunities for weak supporters to air their support in a safe setting not dominated by vocal opponents, making them feel empowered, in order to transform them into a coalition of allies for the reform. This can be done by moving away from the town-hall-only format, where adversaries tend to dominate the Q&A and supporters are wary of speaking up for fear of being labelled "teacher's pets". For example by providing a online platform for discussion, with anonymous contribution options. Or, by ensuring that workshops related to the reform are pitched as practical advice sessions, rather than angry shoutfests. And, by creating a network of support "ambassadors" to speak with staff and identify weak supporters with potential to be stronger.

For opponents, the above is also relevant. The key is to reduce opportunities for them to dominate the conversation. At the same time, it is important to use the online platform to get a better sense of the nature of their opposition, in order to tailor counter-messages accordingly.
