Cybersecurity has become a global priority in the face of digitalization and the rise of virtual threats. In Brazil, the main challenges involve the protection of critical infrastructure, the lack of specific legislation, and the need for greater coordination between sectors. Legally, the creation of a "Cyberspace Law" is proposed. Globally, cybercrime can generate trillions in losses, requiring robust strategies and technologies such as artificial intelligence. Despite progress, Brazil still needs to strengthen policies, laws, and cooperation to address risks in the digital environment.

In an increasingly digital and interconnected environment, data privacy — also known as information privacy — has become a central topic in discussions about technology, security, and individual rights. This concept refers to the right of each person to control their own personal data, deciding how this information is collected, stored, used, and shared by public and private organizations.

Companies, in turn, deal with a large amount of sensitive data on a daily basis, such as email addresses, biometric information, and credit card numbers. Therefore, ensuring data privacy means not only complying with legal requirements, such as those established by the General Data Protection Regulation (GDPR), but also adopting responsible practices, such as obtaining consent, applying security measures, and offering transparency and control to users.

Inequality in access to health technologies: Ensuring that AI systems for health do not exclude vulnerable or disadvantaged populations

Artificial intelligence (AI) has the potential to profoundly transform healthcare, from more accurate diagnostics to personalized treatments. However, the development and application of these technologies also pose significant ethical risks, especially when it comes to equity of access. Vulnerable populations—such as low-income individuals, rural residents, the elderly, ethnic minorities, and people with disabilities—often have limited access to basic healthcare services. The introduction of AI could deepen these inequities if its systems are trained only with data from privileged populations, ignoring the needs and realities of marginalized groups. For example, algorithms used in imaging diagnostics or patient triage may be biased if they are not trained with diverse data. A study published in the journal Science showed that an algorithm widely used in the US prioritized white patients over black patients, even with the same level of clinical severity (Obermeyer et al., 2019). Furthermore, the digital infrastructure needed to implement AI—such as quality internet, suitable devices, and skilled workers—is often inaccessible in disadvantaged regions. This creates a digital divide that excludes these populations from the benefits of technological innovation.

Accessibility to AI-based treatments: Ensuring that AI innovations in healthcare are accessible to all, especially in developing countries

Artificial Intelligence (AI) has revolutionized healthcare, with advances ranging from early diagnosis to personalized treatment and process automation. However, despite its potential, the application of these technologies is still concentrated in developed countries, while developing nations face challenges such as limited infrastructure, low digitalization, lack of training and economic inequality. To expand global access to AI in healthcare, strategies such as financing partnerships, the use of open-source technologies, professional training and the inclusion of local communities are needed. Examples such as Babylon Health in Rwanda and Dr. CADx in Zimbabwe show that it is possible to adapt affordable and effective solutions in low-resource contexts. Therefore, for AI to fulfill its transformative role, its benefits need to be distributed equitably, ensuring that access to technological healthcare is a right for all, not a privilege for the few.

AI Education for All Social Groups: Promote AI literacy in an accessible and inclusive manner so that all social classes can benefit from emerging technologies

Artificial Intelligence (AI) literacy does not mean knowing how to program, but rather understanding what AI is, how it works, its limitations and impacts. It is the ability to use AI tools consciously, recognize its invisible presence in everyday life — such as on social networks and searches — and critically reflect on how it influences our decisions, relationships and opportunities. This literacy is urgent because AI is increasingly present in the way we live, learn and work. Without access to this knowledge, the risks of social and economic inequalities increase, since those who do not understand AI lose autonomy over important decisions. By promoting AI literacy, we empower people to better perform their jobs, strengthen citizenship and improve their quality of life, with inclusion, independence and greater democratic participation.

Accountability in artificial intelligence systems has been widely debated, with emphasis on the importance of human oversight, transparency, and ethical regulation. Studies indicate that, even with algorithmic autonomy, it is essential to maintain human accountability and ensure explainability. Institutional reports advocate clear rules to protect fundamental rights and prevent abuse. In addition, authors criticize the opacity of algorithms, the social risks ignored by AI research, and the concentration of power through data control, reinforcing the need for interdisciplinary approaches and fairer legislation.

Ensuring that artificial intelligence systems are autonomous but still controllable is one of the main challenges of our time. Strategies such as constant human supervision, transparency in algorithms, testing in safe environments and ethical regulations are essential in this process. A notable example is the Sid Project, from the startup Altera, which released a thousand autonomous AIs in a virtual world in Minecraft. Without human intervention, they spontaneously developed complex social structures, such as laws, economics and even religion. The experience showed that, even in highly autonomous contexts, it is possible to simulate and observe collaborative and ethical behaviors, which points to the potential of virtual environments as safe laboratories for the development of responsible AIs.

Brazil seeks to promote digital inclusion and access to artificial intelligence (AI), especially in remote and vulnerable regions, through public policies that include expanding connectivity infrastructure, digital training, access to equipment, and fostering local innovation. Although 89% of the population already uses the internet, there are still 29 million Brazilians without access. The main challenges involve poor infrastructure, regional inequality, lack of digital literacy, and cultural resistance. To address these challenges, the government implements programs such as Norte Conectado and Wi-Fi Brasil, in addition to encouraging public-private partnerships and actions aimed at equity and community participation.
