As per norm the original owner should get his item back for sure because it belongs to him. In this story though the Sultan comes across a little power-drunk and the way he treats his servants seems vicious. So based on moral values I guess neither the Sultan nor the Rooster deserve the diamond button and hope some poor man finds it from the corn field one day.
