When she was finally apprehended, the Tokyo High Court's four-year sentence she received was remarkably light considering that Miyuki's actions resulted in a death toll so high that it remains unrivaled by any other serial killer in Japan.[citation needed] According to a report of Children's Rainbow Center, writer Kenji Yamamoto (山本健治, Yamamoto Kenji) referred to the incident as "unbelievable and unbearable".

Harold shipman was born shortly after the end of the second world war on January 14th 1946. He was born into a working class family a very caring mother but she also fed into a superiority complex he had which left him with few friends and many failed relationships. As he entered young adolescence his mother was diagnosed with terminal lung cancer and spent as much time with her as he could but became very intrigued into the use of morphine because of the way it helped his mother's pain. After her death he became more interested and decided to enroll in medical school which he struggled with. After graduating in 1970 now with a wife and two kids he begun his practice in Pontefract General Infirmary and became the General Practitioner by 1974. The following year he was caught forging prescriptions to feed his addiction of painkillers he was caught and put into drug rehabilitation. Around the same time that he became the General Practitioner he also started his murders which spanned over a decade. When he was caught for the prescription drug forgery his killings stopped but started up again in 1977 when he began working in Donneybrook Medical Center.
Detection
Shipman had amassed a large body count throughout his career which led to his suspicion since many of the people that were assigned to him died under his care. He was finally caught in 1998 because of the large suspicion the will left behind by Kathleen Grundy(Shipmans last victim). They found he forged the will and falsified documents to elicit the idea that she was in bad health. And after exhuming the body they found diamorphine which is usually used in terminal cancer patients.

A statement from Her Majesty's Prison Service indicated that Shipman had hanged himself from the window bars of his cell using bed sheets. After Shipman's death, his body was taken to the mortuary at the Medico Legal Centre for a post-mortem examination. In 1998, police had seized over £10,000 worth of jewellery they found in his garage. In March 2005, when Primrose Shipman asked for its return, police wrote to the families of Shipman's victims asking them to identify the jewellery. Unidentified items were handed to the Assets Recovery Agency in May. The investigation ended in August. Authorities returned 66 pieces to Primrose Shipman and auctioned 33 pieces that she confirmed were not hers. Proceeds of the auction went to Tameside Victim Support. The only piece returned to a murdered patient's family was a platinum diamond ring, for which the family provided a photograph as proof of ownership.

A memorial garden to Shipman's victims, called the Garden of Tranquillity, opened in Hyde Park, Hyde on 30 July 2005.
</sup>

As of early 2009, families of over 200 of the victims of Shipman were still seeking compensation for the loss of their relatives.

The Shipman case, and a series of recommendations in the Shipman Inquiry report, led to changes to standard medical procedures in Britain (now referred to as the "Shipman effect"). Many doctors reported changes in their dispensing practices, and a reluctance to risk over-prescribing pain medication may have led to under-prescribing. Death certification practices were altered as well. Perhaps the largest change was the movement from single-doctor general practices to multiple-doctor general practices. This was not a direct recommendation, but rather because the report stated that there was not enough safeguarding and monitoring of doctors' decisions
</sup>

The forms needed for a cremation in England and Wales have had their questions altered as a direct result of the Shipman case. They do share various similarities though such as they were both able to reach an devastating 100+ murders in their countries. Not only that but Miyuki & Harold were able to get married during their lifetime. Whereas Miyuki's husband also contributed to the murder spree being caught killing 5 infants. They both utilized faking death certificates for their victims, for example Harold would alter the death certificates of his victims and would convince the victim's families to cremate in order to hide any trace of evidence. While Miyuki had an accomplice named, Dr. Shiro Nakayama who would create false death certificates for the infants she had murdered in cold blood. They both worked in a medical atmosphere, where Harold had reached his victims through their doctor visits, while Miyuki worked at a maternity hospital also allowing her to reach her victims.

She and her husband Takeshi solicited large sums of money from the parents, claiming that it would be less than the actual expense of raising these unwanted children.

It was by complete accident that the police officers from the Waseda precinct in Tokyo accidentally came across the remains of five infants on January 12, 1948. As shocking as finding the remains of five infants must be the most shocking part about this find was that after the autopsy it was learned that their deaths were not natural. Leading to an investigation on who killed the infants.

Three days later on January 15th 1948 the investigation led to the arrest of one Miyuki Ishikawa, two conspirators, and the reveal of a morbid practice that included the death of over one hundred infants. Upon further investigation the police found over 40 dead bodies in the house of a mortician. Thirty corpses were later discovered in a temple. The sheer number of dead bodies recovered and the length of time over which the murders took place made it difficult for the authorities to determine the exact number of victims. Consequently, the exact death toll remains unknown (estimated 103 - 169).

Surprisingly The authorities viewed her homicides as a crime of omission. In the Tokyo District Court, Ishikawa was sentenced to eight years in prison, Takeshi and Dr. Shiro Nakayama were each sentenced to four years imprisonment. The couple appealed their sentences and in 1952 the Tokyo High Court revoked the original sentence and sentenced Ishikawa to four years in prison and Takeshi to two years.

One of the reasons this incident was thought to have occurred was as the result of an increase in the number of unwanted infants born in Japan.

This law legalization was made so that parents who can't take care of their newborns, can have a choice of abortion beforehand so that killing like how Miyuki did, don't happen. This is also to prevent the increase of unwanted babies born as many thought that Miyuki's motive was to prevent babies from being abandoned.

This connects to to Miyuki Ishikawa because the reason/motive to her killing, was to due to abandoned newborn babies and the parents of many of these infants were poor and unable to raise their children properly without financial struggle, and she herself was unable to help the infants because of a lack of social and charitable services.

She decided it was best for these babies to die, but in many cases, the parents asked her to do something, as they were unable to even feed their child. At the time, abortions were illegal in the country. Doing anything to prevent a pregnancy was severely punished, even more than the death of a child out of neglect. So, poor people who didn't know what to do with their children or those who didn’t want them started recurring to Ishikawa for a definite solution.

Miyuki & Harold were very different serial killers.
According to

Harold Shipman Biography"" it says, "Between then and his arrest in 1998, he killed at least 215 and possibly as many as 260 of his patients, injecting them with lethal doses of painkillers."

Harold Shipman had killed his victim through a lethal dosage using diamorphine .
While according to, Miyuki Ishikawa by Absolute Crime, it says, "Through neglect, Miyuki killed somewhere between 103 and 169 infants. While the other midwives in the hospital knew of the practice, the local government ignored the deaths. This resulted in multiple midwives leaving the hospital."
Miyuki had neglected the children, showing a difference between both serial killers. She wouldn't show any of the children any care, food, water, etc. Resulting in their sad deaths.

Harold had no accomplices during his murders, he did them all by himself and would personally alter the death certificated for his victims. According to the same website, it says "Woodruff was convinced the document was a forgery, and that Shipman had murdered her mother, forging the will to benefit from her death."
This proves that, Harold had done all the dirty work by himself. He forged all the documents to make it seem that all of the murders were due to natural causes or causes explained on the death certificates.

According to the same websites as before, it says, "Dr. Shiro Nakayama drew up false death certificates for the infants that were killed, and Miyuki's husband went around asking the parents for large sums of money, telling them that it would be cheaper to pay them instead of raising the child."
This establishes that, Miyuki had accomplices that helped her with her killing spree of defenseless children. Even her husband contributed to the murders, while Dr. Shiro Nakayama had contributed forged death certificates for the murdered children. Therefore showing a difference between the two murders. One had accomplices, one didn't.
According to the same website as before it says, " On January 13, 2004, Shipman was discovered hanging in his prison cell at Wakefield, having used bed sheets tied to the window bars of his cell."
We know that Harold had hanged himself in his jail cell for his death, but for Miyuki there is no known cause for her death. Therefore showing another difference between the two serial killers.
