The first prominent imagery are heaven and earth because these verses are saying the division of heaven and earth, where earth was told to be nothing and totally empty. The second is “created”, meaning that heaven and earth did not exist from any pre-existing materials. Lastly, the water represents emptiness where the Spirit of God will work upon it then it will transform into something meaningful and wonderful.

Water takes the shape of whatever its container is. As the earth was just water at that point while the Spirit of God was hovering over it, it may symbolize how earth is easily molded. As water also symbolises life as it was the basis of formation of past civilizations, it means that God intends to put life into it- therefore humans were made.

The earth was basically a dark formless wasteland. The waters signifies vast nothingness. The abyss is also synonymous to the water, that being empty and uninhabitable. The water being formless can be formed and shaped.

In the First Creation Story, water symbolizes chaos, in the same way that the Israelites found themselves lost after the Babylonian Exile (losing their religion, their fundamental sense of identity).

The prominent image as seen in the Creation Story is how God creates the world first (a dome rather than a sphere/globe), then fills it with things.

We (or I) believe that water can in a way represent an origin/source or something that is a default for other things to exist. There was no mention of it being created but it was already there the moment separations have been made.

The first image is the timeline where we are to imagine the “start of the start.” Second is the contrast between heaven and earth which are the prime entities that God has created and are essentially separate from one another. The third image is the earth as an empty canvass with God hovering over the waters planning on how to start his creation.

The water represents the formless earth where he can start his creation. It is water because water can take the shape of anything and therefore can essentially be anything.

It can also be associated with the wrath of God. An example of the God's wrath through fire can be found in Isaiah 9:19, "By the fury of the LORD of hosts the land is burned up, And the people are like fuel for the fire; No man spares his brother". Another perspective is fire as means of purification because it can symbolically "burn away" one's evil urges.
