         <description><![CDATA[<div>When 3 slaves crossed the James River to the unions for freedom during the course of war, Major General Butler intended to hold them. For he saw these men as people, not property. The fugitive Slave Laws listed fugitive slaves must be returned to their owners. But during the time of war, a commander has a right to seize any enemy property being used for hostile purposes. Later, following the 3 slaves, slaves crossed the James River and were brought to Major General Butler hourly. This would set in motion events that ultimately destroy the institution of slaves itself.</div>]]></description>
