2. What is the history of the interactions between the government and the people in question? Why are there issues between groups?

The interactions between the North Korean government and the people have never been well. The
people agreed to give up some rights for protection. The main problem is that the people have little to no rights now. The freedom to move around even within the country has been revoked. The freedom of speech, information, religion are all gone. Those who don’t agree with the government or attempt to learn from sources outside of North Korea are severely punished. The government does not take the criticism from the people lightly and will not hesitate to punish those who speak badly of the government in any kind of way or manner. There are issues between the groups because the government refuses to aid or provide for the people. Those who live near the capital receive special treatment and those who don’t
have to fend for themselves.

3. Description of tactics used to enforce laws against the North Korean people or the Rohingya Muslims.

The tactics used to enforce the law in North Korea are scare tactics and surveillance. For surveillance
they use both physical and electronic options. The government does not take any kind of crime lightly. The North Korean government has a State Security Department, which has a secret police at their disposal. The secret police are there to catch anti-state criminals which usually consists of people who don’t agree with the government and want to try and change it. The fear tactics that are used are to ensure that nobody ever attempts to commit any crime. These tactics can range from torture, imprisonment, or even the arrest of your family members. Those that have gone through the fear tactics are used as examples of what the government is capable of, thus scaring others from attempting to rebel.

4. What makes this a crisis?

North Korea's government is a crisis because there is no quality of life for the North Korean people. The basic human rights to speak and think freely are being taken away by the government through a variety of fear tactics. The North Korean government uses the threat of imprisonment in concentration camps and even execution for people who hint that they're not happy with their country's situation. Furthermore, the economy is in tatters as many North Korean escapees state that they had to resort to illegal activities to make a living, such as smuggling. Doctors in North Korea don't even get paid enough to buy one kilogram of rice a month. This demonstrates how Kim Jong Un uses starvation as a type of control over his people. North Korea is in a crisis because human rights are being taken away; the population lives in fear of imprisonment, torture, and death; and the economy is in a downward spiral as government funds are spent on nuclear weapons instead of ways to help its people.

5. How has R2P been applied or not applied by the international community?

The Responsibility to Protect hasn't been applied to North Korea by the international community. The U.N. Human Rights Council did establish a Commission of Inquiry to investigate the "systematic, widespread, and grave violations of human rights." This Commission published its findings and noted how North Korea has failed to protect its population and their crimes against humanity. The U.N.'s General Assembly and Human Rights Council have told North Korea to improve the situation. However, human rights issues have been overshadowed by discussing North Korea's nuclear weapon policies instead.

6. What is the U.S. opinion of the Right to Protect (what this means, is what is our opinion of what should be done and what should be our role)?

The U.S. completely supports the Right to Protect. The U.S. firmly believes in preventing human suffering as Barack Obama declared in a speech at the Holocaust Museum, “Preventing mass atrocities and genocide is a core national security interest and a core moral responsibility of the United States.” According to a report titled, "The United States and R2P" the U.S. wants to maintain its role as a global leader by preventing atrocities, since the U.S.'s leadership would be viewed badly by the victims and the world. The U.S. has already intervened in some occasions such as in Libya, Syria, and Kenya.

7. Your opinion: Analysis-should N.K./Myanmar be allowed to maintain sovereignty?

In my opinion, North Korea should not be allowed to maintain sovereignty with its current government. If the government stays in power as it is, then the torture and imprisonment of innocent people will continue. The only way North Korea should be allowed to maintain sovereignty is if they start governing with respect for human rights and stop committing crimes against humanity. Countries that don't treat their people fairly and harm them purposely, shouldn't be allowed to even exist.
