Meanwhile, those suffering from excess food consumption are relatively content with their food supply, so they will not feel motivated to start a riot or protest. Food shortages are particularly grave in Somalia where about 2 million people require humanitarian assistance. This requires resources that may have been planned to be used elsewhere.

Excessive food consumption is mostly a problem in developed countries such as North America and Europe, which are more economically wealthy and can afford to divert more resources to healthcare compared to these less developed countries. Therefore, the effect on the economy is not as dire for developed countries, which mostly have the issue of excessive food consumption rather than inadequate food consumption

That is one in 4 people worldwide! Each and every day 25 thousand people die from hunger and related causes. Is this what we want in the world?

This house believes that excess food consumption is less important than inadequate food consumption for individuals and countries. The issue of global hunger is far more pressing than that of excess food consumption. 

Before we begin I would like to set some key definitions and the scope of this debate. 

Firstly, Inadequate food consumption would include food insecurity of all forms. From mild insecurity where the people worry about obtaining food on a day to day basis to severe food insecurity where the people are experiencing hunger. As a rule of thumb, any individual that is unable to meet the daily calorie intake, not by choice would fall under this category. 

Similarly, excess food consumption would include people that consume more than their daily calorie intake

Secondly for the extent of the debate. As this is a global issue we see no need to limit the scope to only a particular country or region rather the scope should be set to one that involves the entire world
