The Potsdam Conference, on July 26, 1945, delivered an ultimatum to Japan: surrender under the terms outlined in the Potsdam Declaration (which, among other provisions, called for the Japanese to form a new, democratic and peaceful government) or face “prompt and utter destruction.”
The Potsdam Declaration provided no role for the emperor in Japan’s future so he was unwilling to accept these terms.

Reading Black Rain, a popular novel from the 1960s about the Hiroshima bombing by Masuji Ibuse, the reader does not sense much anger against America. Rather, the protagonist’s anger is directed at Japan’s military government. That was partially a result of Douglas MacArthur’s strategy to rule postwar Japan. His strategy was to turn the blame on Japan’s military government and not on the Allied occupying forces.
