People may believe that refugees are useless and there's no point in them being there. But there is a wrong because the poem it states "Refugees are the bravest people on Earth." For example, refugees are vital because they are going to a new place where they don't know what it's like. Refugees have gone through so much to start their new life, and have new ways of doing things. Refugees' minds swirl around thinking about their new life and the struggles, and problems that go with it. Refugees will stress about a place to live, getting money, food, and many more struggles.

The reader can infer that the refugee in the poem missed his home. "Paddling home" shows that he wants to go back home. Also, "changing to anything that floated" means that he wants to hold on to his memories & traditions from his old home. These 2 quotes shows that he misses his home.
