Pennsylvania does have students zoom in during class time. Problems with on-line students  being able to hear, what to do when students at school take break, what do at home? PE: At home students zoom into class for 10 minutes to "get their physical challenge".

Small groups work best. 
Works well that when students are out they can zoom in.
Fully on line for students in line -students on line, using on-line curriculum taught by local teacher. One kindergarten teacher was able to do a STEM activity over zoom.

Partnership with parents helps effectiveness.
