However, voting is directly from the people and not like the electoral college. Normally, people in government would vote for who ever they wanted to win. The year 1996 was when citizens over 18 could vote that weren't considered incompetent or imprisoned. Every vote goes to that president, and who ever gets over 50% of the votes wins. If nobody gets over 50%, then a re-election is done for the top two president candidates.
